Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Minutes January 8, 2019 Committee 1. Call To Order Chairwoman Finlayson called the meeting to order at 4:03 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. The motion carried by the following vote: Aye: 3- Finlayson, Savidge and Arnett a. Approval of Minutes RCG12.11.1 Approval of Minutes for the Regular Meeting 8 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-50-18 The Appointment of Diane Butler to the Planning Commission Diane Butler was present and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-51-18 The Appointment of Vincent Moulden to the Ethics Commission Public Engagement & Community Relations Specialist Rowel was present in the absence of Mr. Moulden and answered questions from the committee. Adlerman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett ID-336-18 Presentation: Board of Supervisors of Elections Eileen Lahey and Brianna Cuffie, representing the Supervisor of Board of Elections, were present provided the committee with the procedures of the Board. City of Annapolis Page 1 Rules & City Government Standing Committee Minutes January 8, 2019 Committee City Clerk Watkins-Eldridge was present and answered questions from the committee. The committee would like the Board to investigate the cost of early voting. The committee would like a breakdown of the costs incurred from the last election and any recommendations for any charter/code changes. Alderman Arnett moved to favorably recommend moving forward with the seeking the electronic system used by the State. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Legislation before Committee R-46-18 Application of the City of Annapolis Stormwater Regulations - For the purpose of expressing the desire of the City Council that the City apply more than the minimum stated in our stormwater code in accordance with this resolution. Alderman Arnett moved to approve the following: Tierney Proposed Amendments Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Alderman Savidge moved to approve the following: Environmental Matters Committee Proposed Amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Savidge and Arnett Abstain: 1- Finlayson Diane Butler, representing the Environmental Commission and Office of Environmental Policy Director Guild were present and answered questions from the committee. The committee would like the staff report updated. Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Savidge and Arnett Abstain: 1- Finlayson 5.
