Call To Order Chairman Rodriguez called the meeting to order at 4:07 p.m. 2. Roll Call Present: 3- Alderman Rodriguez, Finlayson and Savidge 3. Approval of Agenda (any changes to the agenda should be made here) Motion to amend the agenda to include the ULI Report R-11-19 Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge 4. Business before Committee a. Approval of Minutes ECM01.15.1 Approval of Minutes for the Regular Meeting 9 Alderman Savidge moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge b. Annual Election of Committee Chair Alderwoman Finlayson moved to approve the Re-election of Alderman Rodriguez as Chair of the Economic Matters Committee. The motion carried by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge c. Appointments and reappointments to Committees AP-70-18 The Re-Appointment of Matthew S. Evans III to the Building Board of Appeals Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge AP-71-18 The Re-Appointment of Christian Zazzali to the Board of Appeals City of Annapolis Page 1 Economic Matters Committee Standing Committee Minutes March 14, 2019 Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge ID-407-18 R-11-19 ULI Report Eileen Patricia Fogarty, 1106 Maple Avenue, Annapolis, MD was present and spoke on the ULI Report. Alderwoman Tierney was present and spoke to the committee about the ULI report. 5. Legislation before Committee O-42-18 Sidewalk Signs - For the purpose of authorizing sidewalk signs with certain conditions; providing a definition of “sidewalk sign”; and providing for a delayed effective date of the sidewalk sign permit fee. Alderwoman Finlayson moved to oppose the Planning Commission amendment no. 1. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Rodriguez and Finlayson Nay: 1- Savidge Motion recommend approval of PC's amendment no. 2 s and c (Finlayson) Alderwoman Finlayson moved to approve Planning Commissionamendment no. 2. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge Alderwoman Finlayson moved to approve Planning Commission amendment no. 3. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge Alderman Savidge moved to approve Planning Commission amendment no. 4. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge Planning and Zoning Comprehensive Planner Nash was present and answered City of Annapolis Page 2 Economic Matters Committee Standing Committee Minutes March 14, 2019 questions from the committee. Alderman Savidge moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Rodriguez, Finlayson and Savidge ID-408-18 General Discussion Hope Stewart, and Erik Evans were present and provided the committee with an update. Alderwoman Tierney was present and answered questions from the committee. 6.
