Chairwoman Finlayson called the meeting to order at 4:17 p.m.

Alderman ]Arnett moved to adopt the Regular Meeting Agenda. The motion
carried by the following vote:

Alderman Arnett moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:

AP-61-18 The Appointment of Nadine Chien to the Board of Appeals
Nadine Chien was present and answered questions from the committee.
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
AP-67-18 The Re-Appointment of Jennifer Beard to the Civil Service Board
Jennifer Beard was present and answered questions from the committee.
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

5. Legislation before Committee
O-42-18 Sidewalk Signs - For the purpose of authorizing sidewalk signs with certain
conditions; providing a definition of “sidewalk sign”; and providing for a delayed
effective date of the sidewalk sign permit fee.
Alderman Arnett moved to Oppose Amendment no. 1 of the Planning
Commission Recommendations. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 2- Finlayson and Arnett
Nay: 1- Savidge
Alderman Arnett moved to approve Planning Commission amendment no. 2.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
Alderman Arnett moved to approve Planning Commission amendment no. 3.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
Alderman Savidge moved to approve Planning Commission amendment no. 4.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
Comprehensive Planner Nash and Planning and Zoning Director Gutwald were
present and answered questions from the committee.
Alderman Arnett moved to recommend with amendments. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
CA-1-19 Acting Mayor Designation - For the purpose of amending the procedure for
designating an Acting Mayor.

taken. The motion CARRIED by the following vote:

R-45-18 2018 Forest Drive/Eastport Sector Study - For the purpose of adopting the
Forest Drive/Eastport Sector Study as an addendum to the 2009 Annapolis
Comprehensive Plan.
Planning and Zoning Director Gutwald and Comprehensive Planner Nash were
present and answered questions from the committee. Chairwoman Finlayson would
like the Law Department to be present at the next meeting.
Alderman Savidge moved to Continue. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett

Upon motion duly made, seconded and adopted, the meeting was adjourned at
