Chairman Savidge called the meeting to order at 1:06 p.m.

Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett

a. Approval of Minutes
ENV01.16.19 Approval of Minutes for the Regular Meeting
Alderman Arnett moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
b. Annual Election of Committee Chair
Alderman Arnett moved to approve the Re-election of Alderman Savidge at the
Environmental Matters Committee Chair. The motion carried by the following
vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
ID-382-18 Developmental Update: Planning and Zoning Department
Planning and Zoning Director Gutwald, and Public Works Director Jarrell were
present and answered questions from the committee.
ID-384-18 DPW Update: Watershed Restoration Fund study and expected rollout
Public Works Director Jarrell was present and answered questions from the
committee.
ID-385-18 DPW Update: Milkshake Lane project and Stormwater issues
no action taken
ID-386-18 P&Z and Law Office Update: No Net Loss implementation
Planning and Zoning Director Gutwald, City Manager Sutherland, Urban Forrester
Adams, Office of Environmental Policy Director Guild, and Office of Law Director
Melnick were present and answered questions from the committee.
Attorney Thomas Denning, 506 Sunwood Lane, Annapolis, MD 21409, was present

and addressed the committee.
ID-387-18 OEP Update: Policy, including update on new Waterways Cabinet
Office of Environmental Policy Director Guild, and City Manager Sutherland were
present and answered questions from the committee.
ID-388-18 OEP Presentation: Plastic Bag ban/fee
no action taken
ID-389-18 Discussion: Topics for Future Meetings
no action taken
4. Legislation before Committee
O-47-18 Special Events - For the purpose of amending the definition of “City Sponsored
Event.”
Alderman Arnett moved to amend the order of the leglistation as follows: Page
2, Line 13 strike “1” substitute with “2” and after “event;” insert “and”, line 14
strike “2” substitute with “3”, line 15 after “function;” strike “; and” substitute
with a “period”, line 16 strike “3” substitute with “1”, line 17 after “purpose”
strike the “period” substitute with a “semicolon”. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
Paul Murphy, 105 North West Street was present and addressed the committee.
Alderwoman Tierney moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
O-3-19 Sidewalk Snow and Ice Removal - Fine - For the purpose of making technical
corrections to the Code of the City of Annapolis concerning the fine for a failure to
remove snow and ice from a sidewalk.
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
5. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
3:42 p.m.
