Chambers Jr., City Council Chambers Economic Matters Committee Economic Matters Committee Standing Committee Meeting February 10, 2021 Minutes Call To Order Chairman Schandelmeier called the meeting to order at 6:35 p.m. Roll Call Alderwoman Finlayson arrived at 7:03 p.m. Present: 3- Finlayson, Savidge and Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderman Savidge moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Savidge and Schandelmeier Absent: 1- Finlayson 1. Business and Miscellaneous Approval of Minutes ECM01.13.2 Approval of Minutes for the Regular meeting 1 Alderman Savidge moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Savidge and Schandelmeier Absent: 1- Finlayson 2. Legislation before Committee O-29-20 Small Cell Systems - For the purpose of establishing requirements for small cell systems; adding small cell systems as a use subject to standards in all zoning districts; creating certain definitions; and generally relating to small cell systems. Assistant City Attorney Leonard, and Planning and Zoning Director Nash were present and answered questions from the Committee. Alderwoman Tierney was present and addressed the Committee. Chairman Schandelmeier moved to postpone O-29-20 until the next Economic Matters Committee Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Savidge and Schandelmeier City of Annapolis Page 1 Economic Matters Committee Standing Committee Meeting February 10, 2021 Minutes Absent: 1- Finlayson R-41-20 Small Cell Systems - Fees - For the purpose of adding fees to the Fiscal Year 2021 Fees Schedule concerning Small Cell Systems. Planning and Zoning Director Nash was present and answered questions from the Committee. Alderwoman Finlayson moved to postpone R-41-20 until the next Economic Matters Committee Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier R-42-20 Small Cell Systems - Fines - For the purpose of adding fines to the Fiscal Year 2021 Fines Schedule concerning Small Cell Systems. Alderwoman Finlayson moved to postpone R-42-20 until the next Economic Matters Committee Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier 3. General Discussion Update from Economic Development: Small and Minority Business Liaison, Hope Stewart Economic Development Manager Rice, and Small and Minority Business Enterprise Liaison Stewart were present and provided the Committee with an update. Alderwoman Tierney was present and addressed the Committee. Update from Annapolis Downtown Partnership: Executive Director, Erik Evans Alderwoman Tierney, and Economic Development Manager Rice were present and provided the Committee with an update in the place of Erik Evans. .
