Chambers Jr., City Council Chambers Economic Matters Committee Economic Matters Committee Standing Committee Meeting July 20, 2022 Minutes - Final Call To Order Chairman Schandelmeier called the meeting to order at 5:15 p.m. Roll Call Present: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge Approval of Agenda (any changes to the agenda should be made here) Alderman Gay moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge 1. Business and Miscellaneous Approval of Minutes ECM04.20.2 Approval of Minutes for the Regular Meeting 2 Attachments: ECM04.20.22 Alderman Savidge moved to approve the Minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Schandelmeier and Alderman Savidge Abstain: 1- Alderman Gay Appointments and Re-appointments AP-34-22 The Appointment of Roger Ward to the Recreation Advisory Board Attachments: Application Roger Ward, 1403 Stonecreek Road, Annapolis, Md 21403, was present and answered questions from the committee. Alderman Gay moved to recommend favorably AP-34-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge AP-35-22 The Appointment of Francesca E. King to the Recreation Advisory Board Attachments: Resume and Application Ombudsman Raftovich was present and answered questions from the committee. Alderman Gay moved to recommend favorably AP-35.22. Seconded. A roll call vote was taken. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge AP-37-22 The Re-appointment of Christina Aist to the Recreation Advisory Board Attachments: Resume Alderman Gay moved to recommend favorably AP-37-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge Committee Discussions ID-52-22 Update from Downtown Partnership: Erik Evans Planning and Zoning Director La Place was present and answered questions from the committee Erik Evans, P.O. Box 6351, Annapolis, MD 21401 and Matt Schatzle, P.O. Box 6351, Annapolis, MD 21401 were present and provided the committee with an update on the following: Downtown Occupancies/Vacancies, Project Restore, Tax Free Week, Flower baskets, Four story mural, grants, and Park clean ups. 2. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge City of Annapolis Page 5 Economic Matters Committee Standing Committee Meeting July 20, 2022 Minutes - Final Alderman Savidge moved to recommend unfavorably Planning Commission Recommendations: A 1-mile dispensary buffer and a 750-foot public and private school buffer “No loitering” signs shall be conspicuously posted in all parking areas. Displays and depictions of medical cannabis may not be visible to the general public The facility may not have an on-site physician for the purpose of issuing written certifications for medical cannabis.. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Gay and Alderman Savidge Alderman Gay moved to recommend unfavorably Gay Amendment 4: On page 3 in line 42 strike “1,000” and substitute “750”.
