Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting July 17, 2019 Minutes 1. Call To Order Chairman Savidge called the meeting to order at 3:02 p.m. 2. Roll Call Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Withdraw AP-124-19 from the agenda. Alderman Arnett moved to adopt the Regular Meeting Agenda as amended. The motion carried by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 4. Business before Committee a. Appointments and reappointments to Committees AP-123-19 The Appointment of Randy Rowel to the Environmental Commission Postpone until the Appointment is present. Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett AP-124-19 The Appointment of Scott MacMullan to the Environmental Commission Alderman Arnett moved to withdrawn without objection. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett ID-542-19 Development Update: Planning and Zoning Planning and Zoning Acting Director Nash was present and answered questions from the committee. ID-543-19 Discussion: Plastic Bag Ban/Fee Office of Environmental Policy Director Guild was present and answered questions from the committee. ID-545-19 Update: Office of Environmental Policy no action taken 5. Legislation before Committee O-25-19 Watershed Restoration Fund - For the purpose of modifying the functions of the Watershed Restoration Fund; CREATING CERTAIN DEFINITIONS; AND REQUIRING ANNUAL REPORTING ON THE FUND. Amendment #1 Law office to draft language for the "For" clause Alderman Arnett moved to Recommend Favorably-Amendment. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett City Manager Sutherland, Office of Environmental Director Guild, Michael Gibbling AEC, Michaelson AACO Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 6.
