Chairman Rodriguez called the meeting to order at 4:04 p.m.

Alderman Savidge moved to adopt the Regular Meeting Agenda as amended.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:

Alderman Savidge moved to recommend favorably. Seconded. A roll call

AP-127-19 The Appointment of Tyson Dorman to the Building Board of Appeals
Appointment did not appear.
AP-128-19 The Appointment of William Williams to the Historic Preservation
Commission
William Williams was present and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

Economic Development Manager Rice was present and introduced himself to the
committee.

Erik Evan, Downtown Annapolis Partnership, Executive Director, was present
and provided and update and answered questions from the committee.
5. Legislation before Committee
O-25-19 Watershed Restoration Fund - For the purpose of modifying the functions of
the Watershed Restoration Fund; CREATING CERTAIN DEFINITIONS; AND
REQUIRING ANNUAL REPORTING ON THE FUND.
City Manager Sutherland, and Office of Environmental Policy Director Guild were
present and answered questions from the committee.
Alderman Savidge moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge
O-26-19 Rental Unit and Short-Term Residential Rental Licenses - For the
purpose of mitigating significant dislocation of neighborly residential blocks; supporting
the City’s experience, visitor and tourist-based local economy by leveraging the
sharing economy; ensuring applicable tax collection and remittances; encouraging fair
competition; updating and amending the regulation of residential rental properties
generally; creating operating license requirements governing the short-term rental of
residential dwellings and dwelling units above nonresidential uses; defining certain
terms; allowing a delayed effective date for current licensees; and matters generally
relating thereto.
