Call To Order Chairwoman Finlayson called the meeting to order at 4:35 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Business before Committee a. Approval of Minutes RCG07.09.1 Approval of Minutes for the Regular Meeting 9 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett b. Appointments and reappointments to Committees AP-125-19 The Appointment of Alvin Collins to the Civil Service Board Ombudsman Raftovich was present on Mr. Collins' behalf and answered questions from the committee. Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Legislation before Committee O-21-19 Moderately Priced Dwelling Units - For the purpose of extending the occupancy periods for the sale and rental of Moderately Priced Dwelling Units (“MPDUs”); increasing the minimum requirements for the designation of MPDUs for sale and rental developments; updating definitions; increasing the required number of MPDUs proportionate to the approved development density; removing the contribution in lieu of developing MPDUs option; making stylistic changes; and generally relating to MPDUs. City of Annapolis Page 1 Rules & City Government Standing Committee Minutes September 17, 2019 Committee Amendment #1 Page 5, Line 16 "A development that sets aside affordable dwelling units in accordance with Section 42 of the Federal Internal Revenue Code, pursuant to which a restricted covenant is to be recorded in the land records of Anne Arundel County setting forth income limitations of tenants in accordance with the Federal low income housing tax credit program in favor of the Maryland Department of Housing and Community Development or a subsidiary thereof or another governmental entity responsible for administration of the Federal low income housing tax credit program." Amendment #2 Rename trust fund to "Affordable Housing Trust Fund" Arnett moved to Recommend Favorably-Amendment. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Planning and Zoning Acting Director Nash was present and answered questions from the committee regarding the legislation. Allan Hyatt, Hyatt and Associates, was present and addressed the committee. Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-31-19 City Council Meetings - Rules of Procedure - For the purpose of modifying the time to present petitions, reports, and communications. City Manager Sutherland was present and answered questions from the committee. Legislation continued until the next meeting on October 8, 2019. Alderman Arnett moved to Continue. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-36-19 Critical Area Overlay Fees - For the purpose of amending the Fiscal Year 2020 Fees Schedule for fee-in-lieu of planting in accordance with Sections 17.09.070 and 21.54.105 of the Code of the City of Annapolis. Legislation continued until the next meeting on October 8, 2019. Alderman Arnett moved to Continue. Seconded. A roll call vote was taken.
