1. Call To Order
Chairman Savidge called the meeting to order at 3:02 p.m.
2. Roll Call
Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
3. Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Tierney moved to adopt the Regular Meeting Agenda. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Tierney
Absent: 1- Alderman Arnett
4. Business before Committee
a. Approval of Minutes
ENV07.15.20 Approval of Minutes for the Regular Meeting
Alderwoman Tierney moved to approve ENV07.15.20. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Tierney
Absent: 1- Alderman Arnett
b. Appointments and reappointments to Committees
AP-30-20 The Re-Appointment of Joanna Bounds Ogburn to the Annapolis
Conservancy Board
Ombudsman Raftovich was present in place of Joanna Bounds Ogburn, and
answered questions from the Committee.
Alderwoman Tierney moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Tierney
Absent: 1- Alderman Arnett
c. ID-242-20 Developmental Update: Planning and Zoning Director Dr. Sally Nash
Planning and Zoning Director Dr. Nash was present and provided the committee
with an update.

O-21-20 The Conveyance of City-owned property - For the purpose of approving the
conveyance of certain City-owned property to 113 CATHEDRAL STREET, LLC;
expressly authorizing said conveyance to be made at private sale and not at public
auction; expressly finding that the City-owned land to be conveyed is not needed for
public use; and generally relating to said conveyance.
Matt Evans, and City Manager Jarrell were present and answered questions from the
committee.
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
O-22-20 The Conveyance of City-owned property - For the purpose of approving the
conveyance of certain City-owned property to Kathleen L. Woelfel, Carol L. Thames
and Sandra M. Woelfel, Co-Trustees of the Survivor’s Trust created under the
Woelfel Living Trust; expressly authorizing said conveyance to be made at private sale
and not at public auction; expressly finding that the City-owned land to be conveyed
is not needed for public use; and generally relating to said conveyance.
Alderwoman Arnett moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
R-17-20 Annual Statement of Performance Standards - For the purpose of approving
the annual performance statements filed by City agencies and departments.
City Manager Jarrell was present and answered questions from the committee.
Alderman Arnett moved to postpone R-17-20 until the next Environmental Matters
Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED
by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett

7. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
