1. Call To Order
Chairman Savidge called the meeting to order at 3:04 p.m.
2. Roll Call
Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
3. Approval of Agenda (any changes to the agenda should be made here)
Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
4. Business before Committee
a. Approval of Minutes
ENV09.16.20 Approval of Minutes for the Regular Meeting
Alderman Arnett moved to approve the regular meeting minutes. Seconded.
A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
b. Appointments and reappointments to Committees
AP-7-20 The Appointment of Robert Shapiro to the Board of Port Wardens
Robert Shapiro was present and answered questions from the committee.
Alderman Arnett moved to recommend favorably AP-7-20. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
AP-41-20 The Re-Appointment of Trudy McFall to the Annapolis Conservancy Board
Ombudsman Raftovich was present in the place of Trudy McFall and answered
questions from the committee.
Alderman Arnett moved to recommend favorably AP-41-20. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
AP-42-20 The Re-Appointment of Meg Hosmer to the Annapolis Conservancy Board
Ombudsman Raftovich was present in the place of Meg Hosmer and answered
questions from the committee.

Alderman Arnett moved to recommend favorably AP-42-20. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett
c. ID-274-20 Developmental Update: Planning and Zoning Director Dr. Sally Nash
Planning and Zoning Director Nash was present and provided the committee with
an update.
5. Legislation before Committee
O-21-20 The Conveyance of City-owned property - For the purpose of approving the
conveyance of certain City-owned property to 113 CATHEDRAL STREET, LLC;
expressly authorizing said conveyance to be made at private sale and not at public
auction; expressly finding that the City-owned land to be conveyed is not needed for
public use; and generally relating to said conveyance.
Alderman Arnett moved to postpone O-21-20 until the next Environmental Matters
Committee meeting and would like input from the Department of Public Works as
well as Planning & Zoning. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
O-22-20 The Conveyance of City-owned property - For the purpose of approving the
conveyance of certain City-owned property to Kathleen L. Woelfel, Carol L. Thames
and Sandra M. Woelfel, Co-Trustees of the Survivor’s Trust created under the
Woelfel Living Trust; expressly authorizing said conveyance to be made at private sale
and not at public auction; expressly finding that the City-owned land to be conveyed
is not needed for public use; and generally relating to said conveyance.
Alderman Arnett moved to postpone O-22-20 until the next Environmental Matters
Committee meeting and would like input from the Department of Public Works as
well as Planning & Zoning. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
O-32-20 Vessels and Persons using City Waters - For the purpose of establishing
noise level standards for vessels on City waters; and establishing swimming and water
skiing restrictions for persons using City waters.
Alderman Arnett moved to recommend favorably O-32-20. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

R-17-20 Annual Statement of Performance Standards - For the purpose of approving
the annual performance statements filed by City agencies and departments.
Assistant City Manager Farrow was present and answered questions from the
committee.
Alderman Arnett moved to postpone R-17-20. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
6. General Discussion
Office of Environmental Policy Director Guild was present and provided the
committee with an update.
7. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
4:44 p.m.
