1. Call To Order
Chairman Savidge called the meeting to order at 3:04 p.m.
2. Roll Call
Present: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
3. Approval of Agenda (any changes to the agenda should be made here)
Add AP-45-20, AP-46-20, and AP-47-20
Alderman Arnett moved to adopt the Regular Meeting Agenda as amended to
add AP-45-20, AP-46-20, and AP-47-20. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
4. Business before Committee
a. Approval of Minutes
ENV10.21.20 Approval of Minutes for the Regular Meeting
Alderman Arnett moved to approve the Regular Meeting minutes. Seconded.
A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
b. Presentation
ID-292-20 Developmental Update: Planning and Zoning
Planning and Zoning Director Nash was present and answered questions from the
committee. Alderman Arnett would like Dr. Nash to send this list to the full
Council.
c. Appointments and reappointments to Committees
AP-45-20 The Appointment of Jeremy Hanson to the Environmental Commission
Jeremy Hanson was present and answered questions from the committee. Deputy
City Manager Guild was present and addressed the committee.
Alderman Arnett moved to recommend favorably AP-45-20 Seconded. A roll

call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett

AP-46-20 The Appointment of Allison M. Colden to the Environmental Commission
Allison Colden was present and answered questions from the committee.
Alderman Arnett moved to recommend favorably AP-46-20. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
AP-47-20 The Appointment of Lynda Frost to the Annapolis Conservancy Board
Ombudsman Raftovich was present in the place of Lynda Frost and answered
questions from the committee.
Alderman Arnett moved to recommend favorably AP-47-20. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
5. Legislation before Committee
O-21-20 The Conveyance of City-owned property - For the purpose of approving the
conveyance of certain City-owned property to 113 CATHEDRAL STREET, LLC;
expressly authorizing said conveyance to be made at private sale and not at public
auction; expressly finding that the City-owned land to be conveyed is not needed for
public use; and generally relating to said conveyance.
Assistant City Attorney Leonard and Deputy City Manager Guild were present and
answered questions from the committee.
POSTPONE UNTIL THE NEXT ENVIRONMENTAL MATTERS MEETING.
Alderman Arnett moved to postpone until the next meeting. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
O-22-20 The Conveyance of City-owned property - For the purpose of approving the
conveyance of certain City-owned property to Kathleen L. Woelfel, Carol L. Thames
and Sandra M. Woelfel, Co-Trustees of the Survivor’s Trust created under the
City of Annapolis Page 2

Woelfel Living Trust; expressly authorizing said conveyance to be made at private sale
and not at public auction; expressly finding that the City-owned land to be conveyed
is not needed for public use; and generally relating to said conveyance.
Alderman Arnett moved to postpone until the next meeting. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
O-29-20 Small Cell Systems - For the purpose of establishing requirements for small cell
systems; adding small cell systems as a use subject to standards in all zoning districts;
creating certain definitions; and generally relating to small cell systems.
Deputy City Manager Guild was present and answered questions from the committee.
Alderman Arnett moved to postpone until the next meeting. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

Absent: 1- Alderman Tierney
R-41-20 Small Cell Systems - Fees - For the purpose of adding fees to the Fiscal Year
2021 Fees Schedule concerning Small Cell Systems.
Alderman Arnett moved to postpone until the next meeting. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Savidge and Alderman Arnett
Absent: 1- Alderman Tierney
R-42-20 Small Cell Systems - Fines - For the purpose of adding fines to the Fiscal Year
2021 Fines Schedule concerning Small Cell Systems.
Alderman Arnett moved to postpone until the next meeting. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

R-17-20 Annual Statement of Performance Standards - For the purpose of approving
the annual performance statements filed by City agencies and departments.
