Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting December 1, 2020 Committee Minutes Virtual Meeting 1. Call To Order Chairwoman Finlayson called the meeting to order at 4:27 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Business before Committee a. Approval of Minutes RCG11.03.2 Approval of Minutes for the Regular Meeting 0 Alderman Arnett moved to approve the Minutes for Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Legislation before Committee O-43-20 Aldermanic Annual Allowance - For the purpose of specifying types of appropriate expenditures for use of the aldermanic annual allowance. Alderman Gay, City Attorney Lyles, Alderman Paone, City Manager Jarrell, and City Council Associate Green were present and answered questions from the Committee. Alderman Arnett moved to recommend favorably O-43-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-44-20 Employee Organizations - For the purpose of removing the deadline for employee organizations to petition the City for recognition as an exclusive bargaining agent for eligible government personnel. Human Resources Manager Hopkins, Alderman Gay, City Attorney Lyles, and City Manager Jarrell were present and answered questions from the committee. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-45-20 Audit Committee - For the purpose of clarifying the responsibilities of the audit committee members; specifying reporting requirements; providing for external and internal reporting services; providing program metrics, measurements, and evaluation; and generally relating to the audit committee. Alderman Paone, Alderwoman Tierney, City Attorney Lyles, City Manager Jarrell, and Alderman Gay were present and answered questions from the Committee. Alderman Arnett moved to postpone O-45-20 until the next meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-46-20 Public Health and Safety - For the purpose of removing obsolete provisions; authorizing the Department of Public Works to establish regulations governing garbage and refuse; reassigning certain enforcement powers to the Deputy City Manager for Resilience and Sustainability; creating definitions; clarifying procedures and penalties concerning commercial solid waste collection and contract approval; and generally relating to public health and safety. Alderman Arnett moved to postpone O-46-20 until the next meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-17-20 Annual Statement of Performance Standards - For the purpose of approving the annual performance statements filed by City agencies and departments. Alderman Arnett moved to postpone R-17-20 until the next meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 6. General Discussion The Committee would like to schedule a Special Rules and City Government Committee meeting this month. 7.
