Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting December 9, 2020 Committee Minutes Call To Order Chairwoman Finlayson called the meeting to order at 4:07 p.m. Roll Call Present: 3- Finlayson, Savidge and Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda as amended. to move O-44-20 to the end of the agenda Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 1. Business and Miscellaneous Approval of Minutes RCG12.01.2 Approval of Minutes for the Regular Meeting 0 Alderman Arnett moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 2. Appointments and Reappointments to Committees AP-48-20 The Appointment of Comacell Brown to the Arts and Public Places Commission Comacell Brown, 635 Green Briar Lane, Annapolis, MD 21401, was present and answered questions from the committee. Alderman Arnett moved to recommend favorably AP-48-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 3. Legislation before Committee O-44-20 Employee Organizations - For the purpose of removing the deadline for employee organizations to petition the City for recognition as an exclusive bargaining agent for eligible government personnel. Alderman Schandelmeier and Alderman Gay were present and addressed the committee. City Attorney Lyle was present and answered questions from the committee. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-45-20 Audit Committee - For the purpose of clarifying the responsibilities of the audit committee members; specifying reporting requirements; providing for external and internal reporting services; providing program metrics, measurements, and evaluation; and generally relating to the audit committee. Alderman Savidge moved to Recommend Favorably-Amendment moved Savidge Amendment #1 - The intention is to remove the Alderpersons from the Committee, making it a commission to be consistent with our other boards and committees. On page 2, line 6, strike “...Alderpersons, three”, replace with “four”, to read:’ On page 2, lines 12 & 13, strike “The Alderperson members shall be appointed by the Mayor and confirmed by the City Council.” On page 2, line 17 strike “three”, and after the second “three” insert “, three”. To read: “The Audit Committee shall consist of four appointed citizens and one member selected by the Financial Advisory Commission from among its membership”. A roll call vote was taken. The motion DEFEATED by the following vote: Aye: 1- Savidge Nay: 1- Finlayson Abstain: 1- Arnett Alderman Paone, Audit Committee member, Al Kirchner, 1108 Boucher Avenue, Annapolis, MD 21403, Alderwoman Tierney, and Alderman Gay were present and addressed the committee. City Manager Jarrell and City Attorney Lyles were present and answered questions from the Committee. Alderman Savidge moved to recommend favorably O-45-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-46-20 Public Health and Safety - For the purpose of removing obsolete provisions; authorizing the Department of Public Works to establish regulations governing garbage and refuse; reassigning certain enforcement powers to the Deputy City Manager for Resilience and Sustainability; creating definitions; clarifying procedures and penalties concerning commercial solid waste collection and contract approval; and generally relating to public health and safety. City Attorney Lyles was present and answered questions from the committee. No action taken, sponsor plans to withdraw legislation. no action taken R-17-20 Annual Statement of Performance Standards - For the purpose of approvingaccepting the annual performance statements filed by City agencies and departments. Savidge moved to recommend unfavorably. Failed for lack of second. City Attorney Lyles, and City Manager Jarrell were present and answered questions from the Committee. Alderman Arnett moved to take no action on R-17-20. Seconded. A roll call vote was taken.
