Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting December 16, 2020 Minutes Call To Order Chairman Savidge called the meeting to order at 3:11 p.m. Roll Call Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 1. Business and Miscellaneous Approval of Minutes ENV11.18.20 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett ID-321-20 Developmental Update: Planning and Zoning Planning and Zoning Director Nash was present and answered questions from the Committee. Alderman Paone was present and addressed the Committee. 2. Legislation before Committee O-21-20 The Conveyance of City-owned property - For the purpose of approving the conveyance of certain City-owned property to 113 CATHEDRAL STREET, LLC; expressly authorizing said conveyance to be made at private sale and not at public auction; expressly finding that the City-owned land to be conveyed is not needed for public use; and generally relating to said conveyance. Deputy City Manager Guild was present and answered questions from the Committee. Alderman Arnett moved to recommend favorably O-21-20 with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett O-22-20 The Conveyance of City-owned property - For the purpose of approving the conveyance of certain City-owned property to Kathleen L. Woelfel, Carol L. Thames City of Annapolis Page 1 Environmental Matters Committee Standing Committee Meeting December 16, 2020 Minutes and Sandra M. Woelfel, Co-Trustees of the Survivor’s Trust created under the Woelfel Living Trust; expressly authorizing said conveyance to be made at private sale and not at public auction; expressly finding that the City-owned land to be conveyed is not needed for public use; and generally relating to said conveyance. Deputy City Manager Guild was present and answered questions from the Committee. Alderman Arnett moved to recommend favorably O-22-20 with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett O-46-20 Public Health and Safety - For the purpose of removing obsolete provisions; authorizing the Department of Public Works to establish regulations governing garbage and refuse; reassigning certain enforcement powers to the Deputy City Manager for Resilience and Sustainability; creating definitions; clarifying procedures and penalties concerning commercial solid waste collection and contract approval; and generally relating to public health and safety. Deputy City Manager Guild was present and answered questions from the Committee. Alderwoman Tierney moved to postpone O-46-20 until the legislation has been amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett R-17-20 Annual Statement of Performance Standards - For the purpose of approvingaccepting the annual performance statements filed by City agencies and departments. Deputy City Manager Guild was present and answered questions from the Committee. Alderman Arnett moved to recommend unfavorably R-17-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 3. General Discussion Update from the Deputy City Manager Deputy City Manager Guild provided the Committee with an update.
