Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting January 5, 2021 Committee Minutes Call To Order Chairwoman Finlayson called the meeting to order at 4:11 p.m. Roll Call Present: 3- Finlayson, Savidge and Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Savidge moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 1. Business and Miscellaneous Approval of Minutes RCG12.09.2 Approval of Minutes for the Regular Meeting 0 Alderman Arnett moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 2. Legislation before Committee O-19-19 Adequate Public Facilities - Auto transportation facilities - For the purpose of clarifying the circumstances that would require a traffic impact analysis for a proposed project; clarifying the standards to be used to determine adequacy; and generally relating to the adequacy of auto transportation facilities. Planning and Zoning Director Nash was present and answered questions from the Committee. Alderman Arnett moved to postpone O-19-19 until the next Rules and City Government Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-48-20 Animal Control - Canine Leash Laws - For the purpose of prohibiting unrestrained dogs in public recreation areas, or at large; authorizing the Police Department to enforce the City’s leash laws; and making technical and stylistic changes to the City’s animal control laws. City Attorney Lyles was present and answered questions from the Committee. Chris Ledoux, 215 Severn Avenue, Annapolis, MD 21403, was present and spoke to the legislation. Alderman Arnett moved to postpone O-48-20 until the next Rules and City Government Committee meeting, and would like to invite Police Chief Jackson, Alderman Paone, Recreation and Parks Director Trader, and a representative from Anne Arundel County Animal Control. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-61-20 Short Term Rental Licenses - Moratorium - For the purpose of placing a moratorium on the issuance of new non-owner occupied short term rental licenses in certain conservation residence districts; placing a moratorium on the transfer of existing non-owner occupied short term rental licenses in certain conservation residence districts; providing for the application of the moratorium; and setting a date for termination of the moratorium. Alderwoman Tierney was present and addressed the Committee. Chief Code Official Menassa, Planning and Zoining Director Nash, and Assistant City Attorney Leonard were present and answered questions from the Committee. Bruce Bereano, 191 Duke of Gloucester Street, Annapolis, MD 21401, and Chris Ledoux, 215 Severn Avenue, Annapolis, MD 21401, were present and spoke to the legislation. Alderman Arnett moved to postpone R-61-20 until the next Rules and City Government Committee's meeting. Seconded. A roll call vote was taken.
