Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting April 21, 2021 Minutes Call To Order Chairman Savidge called the meeting to order at 3:09 p.m. Roll Call Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 1. Business and Miscellaneous Approval of Minutes ENV03.17.21 Approval of Minutes for the Regular Meeting Attachments: ENV03.17.21 Alderman Tierney moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Presentations ID-77-21 Comprehensive Plan Update: Planning and Zoning Director, Dr. Sally Nash and Chief of Comprehensive Planner, Eric Leshinsky Attachments: City Council Update presentation_4.1.21_ FINAL.pdf Chief Comprehensive Planning Leshinsky, and Planning and Zoning Director Nash, were present and answered questions from the Committee. ID-85-21 Developmental Update: Planning and Zoning Director Dr. Sally Nash Attachments: March 2021 Update Planning and Zoning Director Nash was present and provided the Committee with an update. 2. Legislation before Committee O-5-21 Tucker Street Launching Facility - For the purpose of providing procedures for use of the Tucker Street launching facility; providing certain definitions; establishing City of Annapolis Page 1 Environmental Matters Committee Standing Committee Meeting April 21, 2021 Minutes acceptable proofs of residency for issuance of certain permits; and providing penalties for violations. Attachments: O-5-21 First Reader O-5-21 Staff Report O-5-21 Fiscal Impact Note O-5-21 MAB Findings and Recommendations O-5-21 Amendment 1 - Tierney O-5-21 Amendment 2 - WITHDRAWN O-5-21 Amendments 3-4 - Environmental Matters Cmte 4-21-21 O-5-21 Amendments 5-6 - Savidge O-5-21 Amendment 7 - Paone - 4/26/21 Harbormaster Bellis, and Assistant City Attorney Braithwaite, were present and answered questions from the Committee. Alderman Tierney moved to recommend with the following amendments: On page 3, in line 34 strike “THE TERM” and insert “THESE TERMS SHALL HAVE THEIR RESPECTIVE MEANINGS: (I)” and on page 3, in line 38 after “PROFIT” strike the “period” and insert “a semi colon” followed by “AND (II) “TUCKER STREET LAUNCHING FACILITY” MEANS THE STRUCTURE SPECIFICALLY DESIGNED FOR LAUNCHING A MOTORIZED WATERCRAFT, AND DOES NOT INCLUDE ANY ADJACENT PUBLIC BEACHFRONT USED BY NON-MOTORIZED WATERCRAFT.” On page 3, in line 35 after “LIMITED TO,” insert “LOADING AND UNLOADING OF BARGES AND VESSELS FOR MARINE CONSTRUCTION,” On page 3, in line 41 strike “END OF TUCKER STREET INTO WEEMS CREEK” and insert “TUCKER STREET LAUNCHING FACILITY” and on page 3, strike lines 42 down through 43 and insert “IF THE VEHICLE TOWING THE WATERCRAFT DISPLAYS A CURRENT LAUNCH PERMIT IN THE DRIVER’S SIDE WINDOW PROVIDED BY THE HARBORMASTER AT ALL TIMES DURING SUCH LAUNCHING. AND AFTER THE LAUNCH.” Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Tierney Nay: 1- Alderman Arnett 3.
