Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting April 6, 2021 Committee Minutes Call To Order Chairwoman Finlayson called the meeting to order at 4:02 p.m. Roll Call Present: 3- Finlayson, Savidge and Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Finlayson, Savidge and Arnett 1. Business before Committee Approval of Minutes RCG03.02.2 Approval of Minutes for the Regular Meeting 1 Attachments: RCG03.02.21 Alderman Arnett moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 2. Legislation before Committee O-6-21 Agency Regulations - For the purpose of establishing a procedure for the adoption of regulations by a City of Annapolis department, board, or commission; requiring public notice; providing an appeal process; and generally relating to City of Annapolis regulations. Attachments: O-6-21 First Reader O-6-21 Staff Report O-6-21 Fiscal Impact Note O-6-21 Amendments 1-10 - Arnett, Savidge, Finlayson City Attorney Lyles, City Manager Jarrell Alderman Gay was present and addressed the Committee. Alderman Arnett moved to recommend with amendments O-6-21. Seconded. A roll call vote was taken. Alderman Arnett moved to recommend with amendments O-19-19. Seconded. A roll call vote was taken.
