Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting January 12, 2023 Minutes - Final Call To Order Alderman Savidge called the Regular Meeting to order at 3:00pm. Roll Call Alderman Savidge, Alderman Savidge, Alderman Arnett, Alderman Arnett, Alderwoman Finlayson and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to approve the Regular Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes ENV 12.8.22 ENV 12.8.22 Attachments: ENV 12.8.22 Alderman Arnett moved to approve ENV 12.8.22. Seconded. CARRIED on voice vote. Legislation O-52-22 Streets - Turtle-friendly Curbs - For the purpose of requiring turtle-friendly curbs in environmentally critical areas of the City; correcting a typo in Title 14; creating a "Streets" chapter and a "Curbs" section in Title 14; and generally related to street curb requirements. Sponsors: Savidge, Alderwoman Pindell Charles and Alderwoman O'Neill Attachments: O-52-22 First Reader O-52-22 Staff Report O-52-22 Fiscal Impact Note Alderman Arnett moved to postpone O-52-22. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Environmental Matters Committee Standing Committee Meeting January 12, 2023 Minutes - Final O-55-22 Sediment Control Inspections Process, Fees, and Milestone Inspections - For the purpose of adding conditions for reinspection; creating milestone inspections; adjusting buildings and construction fees to pay for inspector positions; updating the format of these sections; and generally related to grading, erosion and sediment control inspections. Sponsors: Savidge Attachments: O-55-22 First Reader O-55-22 Staff Report O-55-22 Fiscal Impact Note Director Jarrell, Chief Engineer Brice, Storm Water Manager McKeown were present and answered questions from the committee. Alderwoman Finlayson moved to postpone O-55-22. Seconded. CARRIED on voice vote. General Discussion Public Works Update - Director Jarrell Public Works Director Jarrell, Storm Water Manager McKeown, Project Manager Progin, Storm Water Engineer Rossberg and Environmental Service Manager McIssac were present and answered questions from the committee. Planning and Zoning Update - Chief Smith ID-4-23 Planning and Zoning Current Projects Attachments: Current Projects 01-10-2023 Director of Planning and Zoning LaPlace and Chief of Current Planning Smith were present and answering questions from the committee. Environmental Commission Update - Chair Rowel Resilience & Sustainability Update - Deputy City Manager Guild Deputy City Manager/ Resilience and Sustainability Environment Program Manager Guild was present and answered questions from the committee. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 4:47pm.
