Chambers Jr., City Council Chambers Economic Matters Committee Economic Matters Committee Standing Committee Meeting January 31, 2023 Minutes - Final Call To Order Alderman Schandelmeier brought the meeting to order at 6:34pm. Roll Call Present: 3- Alderman Gay, Alderman Schandelmeier and Alderman Savidge Approval of Agenda (any changes to the agenda should be made here) Alderman Gay moved to amend the agenda to discuss an event he is having for Black History Month February 15th,2023. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes ECM.9.21.22 Regular Meeting Minutes Attachments: ECM9.21.22 Alderman Gay moved to approve ECM.9.21.22. Seconded. CARRIED on voice vote. Election of Chairman Pursuant to City Code Section 2.16.120 Alderman Savidge moved to approved Alderman Schandelmeier continuing as the Chair of the Economic Matters Committee. Seconded. CARRIED on voice vote. General Discussion Economic Gardening Update - Economic Development Manager Rice Economic Development Manager Rice, Owner of Diversified Marine Services Sola, Captain Kaye from Schooner Woodwind Annapolis Sailing School, Annapolis Sailing School Jenny Nelson and Rick Nelson were present to answer questions from the committee. Legislation City of Annapolis Page 2 Economic Matters Committee Standing Committee Meeting January 31, 2023 Minutes - Final O-51-22 Floodplain Management - Amending the Floodplain Management Code - For the purpose of improving compliance with the Federal Emergency Management Agency (FEMA) model floodplain management code; and generally related to floodplain management. Sponsors: Mayor Buckley, Alderwoman Tierney, Alderman Schandelmeier and Gay Attachments: O-51-22 First Reader O-51-22 Staff Report O-51-22 Fiscal Impact Note O-51-22 Signed Chief of Code Enforcement Menassa was present and answered questions from the committee. Alderman Gay moved to recommend O-51-22 favorably. Seconded. CARRIED on voice vote. O-55-22 Sediment Control Inspections Process, Fees, and Milestone Inspections - For the purpose of adding conditions for reinspection; creating milestone inspections; adjusting buildings and construction fees to pay for inspector positions; updating the format of these sections; and generally related to grading, erosion and sediment control inspections.
