Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting February 3, 2023 Committee Minutes - Final Call To Order Alderwoman Finlayson called the Regular Meeting to order at 1:03pm. Roll Call Present: 2- Alderman Schandelmeier and Alderman Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Schandelmeier moved to approve the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes RCG 1.6.23 Regular Meeting Minutes Attachments: RCG 1.6.23 Alderman Schandelmeier moved to approve RCG 1.6.23. Seconded. CARRIED on voice vote. Election of Chairman Pursuant to City Code Section 2.16.120 Alderman Arnett moved to approve Alderwoman Finlayson to continue as the Chair of the Rules & City Government committee. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Rules & City Government Standing Committee Meeting February 3, 2023 Committee Minutes - Final O-25-22 Revenue and Finance - Purchasing and Procurement - Prevailing Wage and Local Hiring - For the purpose of establishing prevailing wage and local hiring provisions applicable to specific types of capital improvement contracts; defining certain terms; adding the types of capital improvement contracts to which general wage provisions apply; allowing wage deductions in particular instances; requiring capital improvement contracts to include specific terms; adding worksite notice requirements; requiring maintenance of certain records relating to prevailing wage requirements; allowing audits and investigations of complaints of violations of overall wage requirements; adding local hiring requirements; adding reporting requirements for prevailing wage and local hiring data; establishing penalties for violations of prevailing wage and local hiring provisions; providing for the applicability of this ordinance; providing for a delayed effective date; generally relating to purchasing. Alderman Arnett moved to Recommend Favorably-Amendment #8. Seconded. CARRIED on voice vote. Alderman Schandelmeier moved to recommend O-25-22 favorably as amended. Seconded. CARRIED on voice vote. City of Annapolis Page 3 Rules & City Government Standing Committee Meeting February 3, 2023 Committee Minutes - Final O-50-22 Landlord And Tenant Relations - Rent Guidelines - For the purpose of developing rent guidelines; creating a Rent Stabilization Board to create and oversee the guidelines; setting rent increase notice requirements; generally concerning rents and landlord-tenant relations; and removing a misplaced word in Section 18.10 of the Code. Sponsors: Gay Attachments: O-50-22 First Reader O-50-22 Staff Report Alderman Gay was present to answer questions from the committee. Alderman Schandelmeier moved to postpone O-50-22 until next meeting March 3rd, 2023. Seconded. CARRIED on voice vote. General Discussion Rental Assistance Program Policies and Procedures- Office of Community Services Manager Gutierrrez ID-259-22 Rental Assistance Program Policies and Procedures Attachments: ID-259-22 T. Wellman Request to send to Council 2.27.2023 Alderman Gay, Assistant Attorney Leonard, Social Work Care Coordinator Lee and Office of Community Services Manager Gutierrez were present and answered questions from the committee. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 2:30pm.
