Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting February 9, 2023 Minutes - Final Call To Order Alderman Savidge called the Regular Meeting to order at 3:05pm. Roll Call Present: 3- Alderman Savidge, Alderman Arnett and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes ENV 1.12.23 Regular Meeting Minutes Attachments: ENV 1.12.23 Alderwoman Finlayson moved to approve ENV 1.12.23. Seconded. CARRIED on voice vote. Election of Chairman Pursuant to City Code Section 2.16.120 Alderman Arnett moved to approve Alderman Savidge continuing Chainman of the Environmental Matters Committee. Seconded. CARRIED on voice vote. General Discussion ID-13-23 Watershed Stewarts Academy Attachments: image001 2023 Feb 9 City of Annapolis Environmental Matters Committee Anne Arundel County Watershed Stewards Academy Director Popp and Planning and Zoning Urban Forester Adams were present for a presentation and answered questions from the committee. ID-14-23 Pollinator Garden Update Alderwoman Tierney, Environmental Programs Coordinator Hodo and Anne Arundel County Watershed Stewards Academy Executive Director Etgen were present and answered questions from the committee. ID-15-23 Annapolis Environmental Commission Update Attachments: Background - Plastic Bag Bans (1) Alderwoman Tierney and Environmental Commission Vice Chair Colden were present and answered questions from the committee. Legislation Ordinance(s) O-52-22 Streets - Turtle-friendly Curbs - For the purpose of requiring turtle-friendly curbs in environmentally critical areas of the City; correcting a typo in Title 14; creating a "Streets" chapter and a "Curbs" section in Title 14; and generally related to street curb requirements. Sponsors: Savidge, Alderwoman Pindell Charles and Alderwoman O'Neill Attachments: O-52-22 First Reader O-52-22 Amendment 1 - Savidge (Substitute Amendment) O-52-22 Staff Report O-52-22 Fiscal Impact Note O-52-22 Map of Areas Impacted by the Legislation Alderwoman Finlayson moved to postpone O-52-22 until next meeting March 9th,2023. Seconded. CARRIED on voice vote. O-55-22 Sediment Control Inspections Process, Fees, and Milestone Inspections - For the purpose of adding conditions for reinspection; creating milestone inspections; adjusting buildings and construction fees to pay for inspector positions; updating the format of these sections; and generally related to grading, erosion and sediment control inspections.
