Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting April 18, 2023 Minutes - Final Call To Order Alderman Savidge called the Special Meeting to order at 3:08 pm. Roll Call Present: 3- Alderman Savidge, Alderman Arnett and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to amend the agenda to remove R-24-23 and add ID-81-23 back to the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes ENV 3.22.23 Special Meeting Minutes Attachments: ENV 3.22.23 Alderman Arnett moved to approve ENV 3.22.23. Seconded. CARRIED on voice vote. Appointments and Re-appointments AP-7-23 Board of Port Wardens - Jonathan McCopp Attachments: McCopp PortWardens Jonathan McCopp was present to answer questions from the committee. Alderwoman Finlayson moved to recommend AP-7-23 favorably. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Environmental Matters Committee Standing Committee Meeting April 18, 2023 Minutes - Final O-55-22 Sediment Control Inspections Process, Fees, and Milestone Inspections - For the purpose of adding conditions for reinspection; creating milestone inspections; adjusting buildings and construction fees to pay for inspector positions; updating the format of these sections; and generally related to grading, erosion and sediment control inspections. Sponsors: Savidge Attachments: O-55-22 First Reader O-55-22 Amendment 1 - Savidge O-55-22 Updated Staff Report O-55-22 Updated Fiscal Impact Note O-55-22 Fiscal Impact Note O-55-22 Staff Report Civil Engineer Brice, Storm Water Manager McKeown, Storm Water Engineer Rossberg were present to answer questions from the committee. Alderwoman Finlayson moved to amend the committee Amendment #1 to remove Amendment #3 from the Committee Amendment. Amendment #3: On page 2, in line 14, insert: "Section 17.04.848 - Rainfall event. "Rainfall event" means more than a half-an-inch of rainfall in the construction area during a 24-hour period." Explanation – Adds a definition for a term in the original legislation. Alderwoman Finlayson moved to recommend favorably as amended. Seconded. CARRIED on voice vote. R-15-23 Fees Schedule, Updated for Milestone Inspections in Ordinance 55-22 - For the purpose of setting Milestone Inspection fees as adopted in O-55-22, Title 17 § 08.080(D). ID-15-23 Annapolis Environmental Commission Update Attachments: Background - Plastic Bag Bans (1) ID-81-23 Program Open Space Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 5:08pm.
