Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting March 31, 2023 Committee Minutes - Final Call To Order 1:13pm Alderwoman Finlayson called the Regular Meeting to order at 1:13pm. Roll Call Present: 3- Alderwoman Finlayson, Alderman Arnett and Alderman Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the agenda as amended to add O-9-23. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes RCG 3.3.23 Regular Meeting Minutes Attachments: RCG 3.3.23 Alderman Arnett moved to approve RCG 3.3.23. Seconded. CARRIED on voice vote. Legislation CA-1-23 Finances - Third Party Indebtedness and Bonds - For the purpose of allowing the City of Annapolis to issue Third Party bonds; and generally related to City bond authority. City of Annapolis Page 3 Rules & City Government Standing Committee Meeting March 31, 2023 Committee Minutes - Final O-11-23 Changes to the Resilience Authority of Annapolis and Anne Arundel County - For the purpose of conforming the City's Resilience Authority law with Anne Arundel County changes: to stagger resilience authority member terms; to make the resilience authority director an Anne Arundel County employee; to change how the authority's Chief Financial Officer is appointed; to alter reporting requirements; and generally relating to the Resilience Authority of Annapolis and Anne Arundel County.
