Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting May 9, 2024 Minutes - Final Call To Order Alderman Savidge called the Regular Meeting to order at 3:04 pm. Roll Call Present: 3- Alderman Savidge, Alderman Arnett and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to approve the Regular Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes ENV 3.14.24 Regular Meeting Minutes Attachments: ENV 3.14.24 Alderwoman Finlayson moved to approve ENV 3.14.24. Seconded. CARRIED on voice vote. General Discussion ID-87-24 Urban Forestry Program - FY2025 Budget Attachments: Urban Forestry Budget Assistant City Manager Buckland, Urban Fosterer Adams, Public Works Director Vogel, Planning and Zoning Director Jakubiak and Finance Director Dickinson were present to answer questions from the committee. ID-41-24 Storm Water Restoration Fund Discussion Attachments: FINAL annapolis_stormwater_rate_study_report_fy24 Assistant City Manager Buckland, Urban Fosterer Adams, Public Works Director Vogel, Planning and Zoning Director Jakubiak and Finance Director Dickinson were present to answer questions from the committee. Legislation City of Annapolis Page 2 Environmental Matters Committee Standing Committee Meeting May 9, 2024 Minutes - Final R-19-24 Eastport Choice Neighborhood Initiative Transformation - For the purpose of adopting the Eastport Choice Neighborhood Initiative (CNI) Transformation Plan, which was recently approved by the U.S. Department of Housing and Urban Development (HUD) and approving the use of the former City of Annapolis Public Works Property on Spa Road to meet the Plan's goals. Sponsors: Buckley Attachments: R-19-24 First Reader R-19-24 Fiscal Impact Note R-19-24 Staff Report City of Annapolis, Spa Road Property environmental City Council CNI Transformation Plan Report - 2023-11-16 R-19-24 Amendment 1 - Tierney R-19-24 Amendment 2 - Savidge (w Rule Cmte changes) R-19-24 Amendment 3 - Gay (on behalf of HHW Committee) R-19-24 Amendment 4 - Gay (on behalf of HHW Committee) Assistant City Manager and Public Director Vogel were present to answer questions from the committee. Ald.Finlayson requested City Manager Malinoff, Melissa Maddocks-Evans, Public Director Vogel, and Chief of Comprehensive Planner Leshinsky be invited to the June 13th, 2024 meeting to discuss R-19-24. Alderwoman Finlayson requested a joint meeting with Rules and City Government. Seconded. CARRIED on voice vote. Alderman Arnett moved to postpone R-19-24. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 5:06 pm.
