1. Call To Order
The Chair called the Meeting to order at 5:04 p.m.
Present: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone
2. General Discussion
ID-337-14 Report from the Financial Advisory Commission

Mr. Sussman gave a summary of the Financial Advisory Commission (FAC) report
indicating that the Commission recommends that the City begin the process of
transitioning to a programmatic budget format to includes performance measures. He
noted that the FY17 Budget would be a good target to process these implementations
but if it could happen sooner that would be great.
Mr. Andrews, City Manager, explained that the City is very much in line with the FAC
recommendations. Ald. Finlayson asked Mr. sussman a question about the core
services.
Mr. Miller is happy that the City is moving in this direction.
The FAC responded to question from Finance Committee.

a. Grant Approvals
GA-13-15 LGIT - Police Department

Ms. Beth Hart, Representing Police Department, noted that grant funding will be
transferred to fund the internal affairs conference. Finance Associate Pletzer noted that
the grants have not yet been signed by the Mayor but have been signed by the City
Manager. Alderwoman Finlayson asked a question about the grant.
Alderman Arnett moved to approve. Seconded. CARRIED on voice vote.

GA-14-15 State Aid for Police Protection - APD

Ms. Beth Hart representing the police department spoke on behalf of the grant.
Members of the Finance Committee asked questions about the grant. Alderwoman
Finlayson asked questions about the grant.
Alderman Paone moved to approve. Seconded. CARRIED on voice vote.

GA-15-15 Community Parks and Playgrounds, Bywater - Recreation and Parks

Harbormaster Walters noted that this is a $230,000 grant from the State of Maryland
Department of Natural Resources for formerly known Kingsport or Bywater Park.
Alderwoman Finlayson provided background on the park property noting that the
community allotted the property for the park. There was a Committee established to
design the park and funding was raised to fund the park. This funding is start to get the
park established.
Alderman Pfeiffer moved to approve. Seconded. CARRIED on voice vote.

GA-17-15 Boating Infrastructure Grant - Harbormaster

Mr. Walters noted that this is a blend of Federal and State money, a reimbursement
grant. The Federal portion is up to $100,000 and the total budget is just under
$141,000. The Department has requested that $40,000 be earmarked in the budget in
the event that the State does not come through with the 25% match. The State has
provided 12.5% which will reduce the Capital budget amount. The money will be used
to install new moorings.
Alderman Paone moved to approve. Seconded. CARRIED on voice vote.

GA-16-15 Cultural Resource Resiliency Plan - Planning and Zoning

Chief of Historic Preservation Craig noted that this is grant funding that is used for
contractual services.
Alderman Arnett moved to approve . Seconded. CARRIED on voice vote.

b. Budget Revision Requests
GT-08-15 Consulting Contract - Transportation

Mr. Miller noted that is the request to transfer funding to contract services for the
consultant that is working at the Transportation Department.
Alderman Arnett moved to recommend favorably. Seconded. CARRIED on
voice vote.

3. Legislation before Committee
O-7-14 City Budget: Referrals to the Financial Advisory Commission and City
Grants to Non-Profit Organizations - For the purpose of authorizing the
referral of the annual operating budget and capital budget with the capital
improvement program to the Financial Advisory Commission upon introduction
of the ordinances before the City Council; revising City standards for making
operating and/or capital grants to non-profit organizations; and the reporting
process for recipients of operating and/or capital grants.

O-25-14 Funding Purchase of Service Credits for Certain Employees in the Police
and Fire Retirement Plan - For the purpose of authorizing the City of
Annapolis to fund all or a portion of the cost of purchasing service credits or
any actuarial or other fees and costs for certain employees in the Police and
Fire Retirement Plan; and specifying that the City of Annapolis shall have the
authority to determine the respective percentages that a certain employee and
the City of Annapolis shall contribute towards the cost of purchasing service
credits or any actuarial or other fees and costs towards participation in the
Police and Fire Retirement Plan.

Alderwoman Finlayson stated that she wanted the record to reflect that she and
Alderman Arnett co-sponsored the legislation.
