1. Call To Order
Chairman Pfeiffer called the meeting to order at 4:03 p.m.
Rollcall
Present: 2- Alderman Pfeiffer and Alderman Arnett
Absent: 1- Alderman Paone
Also in attendance: Fred Sussman Chair, Lee Finney Vice Chair and Bob Burden of the
Financial Advisory Commission and Bill Herald, Chair of the Planning Commission.
2. General Discussion
ID-78-15 City of Annapolis Capital Projects/Debt Discussion
Finance Director Miller gave a brief presentation on the Fiscal Policies and Revenue
Bond Analysis.
Mr. Joe Mason, Vice President of Davenport & Company LLC., 901 East Cary Street,
Virginia 23219 answered questions from the committee.
Alderman Budge suggested a resolution to reaffirm the existing budget policies. City
Manager Andrews suggested that any future deliberations between the Finance
Committee and the Council as a whole on the existing policies will become evident over
the next 90 days as the budget is worked through.
Alderwoman Finlayson expressed a need to rely on Public Works Director Jarrell for
guidance on what the priorities would be as it relates to capital projects. Finance Director
Miller discussed the revenue bonds versus general obligation bonds.

Upon motion duly made, seconded and adopted, the meeting was adjourned at
5:06 p.m.
