Chairman Pfeiffer called the meeting to order at 5:08 p.m.

2. Legislation before Committee
R-3-15 The Parking Authorities Act - For the purpose of respectfully requesting that
the Maryland General Assembly amend Section 18-103 of the Local
Government Article of the Annotated Code of Maryland so that the Parking
Authorities Act shall be applicable to the City of Annapolis.

Ombudsman Agee gave an presentation on the legislation, and answered questions from
the committee.
Alderman Arnett moved to recommend R-3-15 with the following Amendments
Amendment #1
On page 1, in line 27, after the word “assembly” – strike through line 29, and
insert “to endorse HB809 and SB540.”
. Seconded. CARRIED on voice vote.

R-6-15 Filing of Grant Application with the Maryland Transit Administration - For
the purpose of authorizing the filing of an application with the Maryland
Transit Administration of the Maryland Department of Transportation for a
Sections 5303, 5304, 5307, 5309, 5310, 5311, 5316, and/or 5317 grants
under the Federal Transit Act for a total amount of $1,617,093 ($1,103,711
for transit operations; $315,000 capital grant for transit vehicle
maintenance; and $198,382 for paratransit operating assistance).

Acting Transportation Director Duah gave a presentation on R-6-15, and answered
questions from the committee. Alderman Arnett requests that City Attorney Leahy check
the therefore clause on page 2, line 7, and 10 regarding the endorsement of the
legislation, to clarify the necessity of both clauses, and determine if it is required
language of the (MTA) Maryland Transit Administration.
Alderman Paone moved to recommend favorably. Seconded. CARRIED on voice
vote.

Alderman Arnett request that a notation be added to this meetings minutes to reflect the
February 18, 2015 agenda discussion topic ID-79-15( City of Annapolis Fund Policy.)
That it is the intention of the Finance Director to bring the policies before the Finance
Committee and Council for discussion and approval.
Alderman Arnett moved to approve. Seconded. CARRIED on voice vote.
