Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes April 21, 2016 1. Call To Order Aldermam Paone called the meeting to order at 11:13 a.m. Roll Call Present: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 2. Business before Committee Approval of Minutes FC041916 Approval of Minutes for the Regular Meeting Attachments: FC04.19.16.PDF Alderman Arnett moved to approve. Seconded. CARRIED on voice vote. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 3. General Discussion ID-205-16 Bywater Gulley Restoration Project Attachments: South River Federation.pdf Department of Neighborhood and Environmental Programs Director Broadbent gave an overview of the discussion topic and spoke on: the Stream Restoration Grant, Total Maximum Daily Load (TMDL), Future Maintenance Obligations, Impervious Surfaces, Step Pool Ponds, CIP Construction Responsibilities, Storm Water Fees, Water- Shed Improvement Plan, Storm Water Management and answered questions from the committee. Kate Fritz, Executive Director, 2822 Solomons Island Road, Suite 202, Edgewater, Maryland 21037 representing the South River Federation was present and spoke on: the South River Federation Church Creek Initiative, Identified Areas of Erosion, Outreach for the Kingsport and Bywater Communities, Upland Retrofit and answered questions from the committee. Alderman Arnett moved to approve. Seconded. CARRIED on voice vote. Alderman Kirby was present and spoke on the Ready Program led by Rev. Johnny Calhoun. Alderman Budge was present and spoke on the Plan Development at Rocky Gorge. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone ID-181-16 FY 2017 Fees and Fines Schedules Finance Director Miller gave an overview of the potential changes of the FY 2017 Fee and Fines schedule and spoke on Recreation & Park Fee's, Truxton Park Pavilion Fees, Camp Fee's and answered questions from the Committee. Planning and Zoning Director Gutwald was present and spoke on minor clarification in Title's 20 & 21, Zoning Certificate, Use and Occupancy Permit's, Sidewalk Cafe Permit's and answered City of Annapolis Page 1 Finance Committee Standing Committee Minutes April 21, 2016 questions from the Committee. City Manager Andrews was also present and spoke on potential new fee for vehicles not removed from a snow emergency route after an emergency has been declared, Rate Study, Storm Water Fee, and answered questions from the committee. This Informational Item was presented Alderman Kirby was present and spoke on the Citizen Committee to Review Alcohol Beverage Laws Report. (CCRABL) Alderman Budge was present and spoke on parking garage rates and fee's, Alcohol Beverage License Renewal and removal of the fee associated with the downtown recreation center. ID-182-16 FAC Benchmarks Finance Director Miller gave presentation on the Financial Advisory Commission (FAC) Benchmark and spoke on the city's financial operations and oversight,Corporate Governance Model, Water and Sewer Refund Policy, Strategic Planning, Five Year Capital Plan,Debt Service, the impact of deferring cost,Human Capital Component,Operational Remedies,Financial Reporting,Property Tax,External Revenue Sources,fees correlated to cost of service,policy of reporting, Budget Development Policy, Three Year History of Training, Five Year Forecast,Impact of Capital Improvement, Impact of the Debt Service, Impact of Related Fee's or Tax Rate, Policy Supplemental Budgets, Collective Bargaining, Budget Enhancements, Balance Sheet,Other Post Employment Benefits Liabilities, (OPEB) Worker's Compensation and answered questions from the committee. This Informational Item was presented ID-178-16 Programmatic Budget City Manager Andrews and Finance Director Miller were available to answer questions from the committee and spoke on Chart of Accounts, Budget to Actual, Prior Year Budget to Budget and Summary of Schedules.
