establish the Annapolis Business Academy that will focus on building better
business and creating more sustained economic vitality.

Alderman Paone moved to postponed to a future meeting of the Finance
Committee pending a presentation from the Office of Law and a representative
from the Annapolis Partnership. Seconded. CARRIED on voice vote.

ID-175-16 Capital Budget
Assistant Finance Director Leaman and Finance Director Miller gave a joint presentation
on the Proposed Capital Improvement Program(CIP) for FY 2017 through FY 2022 and
spoke on Two-Year CIP, General Fund, Enterprise Fund, Highway User Funds from the
City of Annapolis Page 2

State, Performance Audit, Grant Opportunities for Energy Saving, State Aid Program,
and answered questions from the committee. Public Works Director Jarrell and Fire
Chief Stokes were also present to answer questions from the committee.

Alderwoman Finlayson was present and spoke on Specification for the Energy
Audit, The Energy Park Solar Savings and Flood Mitigation.
Alderman Budge was also present and spoke on Debt Limit, Two-Year Capital
Improvement Program (CIP) Rationale, Timing of Main Street Project, Certificate
of Authorization from Historic Preservation Commission (HPC) for Corn Hill Street,
Bond Projection for Water & Sewer, Sidewalk Fund, Hillman Garage
Replacement, and Energy Performance Audit.

Finance Director Miller gave presentation on the discussion topic and spoke on
Government Finance Officers Association (GOFA) Best Practices, Fund Balance by
Year, General Fund Summary, Unassigned Fund Balance and answered questions from
the Committee.

Alderman Littmann was present and spoke on combined fund balances, and
rating agency.
