Call To Order Chairman Pfeiffer called the meeting to order at 2:06 p.m. Roll Call Present: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 2. Business before Committee a. Grant Approvals GA-32-16 MTA Technical Assistance Grant- Transportation Attachments: GA-32-16.pdf Transportation Director Gordon and Operations Manager Pletzer gave a joint overview of the grant and answered questions from the committee. Alderman Paone moved to approve. Seconded. CARRIED on voice vote. Alderman Arnett moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone GT-20-16 Transfer from: Salaries Transfer to: Accounting Services- Finance Attachments: GT-20-16.pdf Finance Director Miller gave an overview of the budget transfer and answered questions from the committee. Legislation before Committee R-15-16 Annapolis Business Academy - For the purpose of approving a project to establish the Annapolis Business Academy that will focus on building better business and creating more sustained economic vitality. General Discussion ID-175-16 Capital Budget Assistant Finance Director Leaman and Finance Director Miller gave a joint presentation on the Proposed Capital Improvement Program(CIP) for FY 2017 through FY 2022 and spoke on Two-Year CIP, General Fund, Enterprise Fund, Highway User Funds from the City of Annapolis Page 2 Finance Committee Standing Committee Minutes April 19, 2016 State, Performance Audit, Grant Opportunities for Energy Saving, State Aid Program, and answered questions from the committee. Public Works Director Jarrell and Fire Chief Stokes were also present to answer questions from the committee. This Informational Item was presented Alderwoman Finlayson was present and spoke on Specification for the Energy Audit, The Energy Park Solar Savings and Flood Mitigation. Alderman Budge was also present and spoke on Debt Limit, Two-Year Capital Improvement Program (CIP) Rationale, Timing of Main Street Project, Certificate of Authorization from Historic Preservation Commission (HPC) for Corn Hill Street, Bond Projection for Water & Sewer, Sidewalk Fund, Hillman Garage Replacement, and Energy Performance Audit. ID-176-16 Fund Balance Finance Director Miller gave presentation on the discussion topic and spoke on Government Finance Officers Association (GOFA) Best Practices, Fund Balance by Year, General Fund Summary, Unassigned Fund Balance and answered questions from the Committee. This Informational Item was presented Alderman Littmann was present and spoke on combined fund balances, and rating agency. ID-177-16 PayGo Finance Director Miller gave a summary of PayGo and answered questions from the committee. This Informational Item was presented 5.
