Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes February 27, 2017 1. Call To Order Alderman Paone called the meeting to order at 5:04 p.m. Roll Call Present: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 2. Business before Committee Budget Revision Requests GT-8-17 Transfer from Salaries Transfer to Accounting Services Attachments: GT-8-17.pdf GT_8-17signed.pdf Finance Director Miller gave an overview on the Budget Revision Request and answered questions from the committee. Alderman Arnett moved to approve. Seconded. CARRIED on voice vote. Alderwoman Finlayson was present and spoke on salary for temp position, available funds in the salary account and the average salary of an accountant. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 3. Legislation before Committee O-4-17 Water Service Agreement - McDonald’s Corporation - For the purpose of authorizing a water service agreement providing for the extension of City water service to the McDonald’s Corporation located in Anne Arundel County; and matters generally relating to providing said water service outside the City limits. Alderman Arnett moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone R-2-17 City of Annapolis Police and Fire Retirement Plan - For the purpose of City of Annapolis Page 1 Finance Committee Standing Committee Minutes February 27, 2017 amending Appendix C of the Police and Fire Retirement Plan; and matters generally relating to amending the Plan. Attachments: R-2-17 Police and Fire Retirement Plan APPENDIX C.docx R-2-17 Staff Report.docx City Attorney Leahy was present and spoke on the proposed postponement of the legislation and answered questions from the committee. Finance Director Miller was present to answer questions from the committee. Alderman Paone moved to postpone R-2-17 for 90 Days. Seconded. CARRIED on voice vote. Alderwoman Finlayson was present to request the postponement of R-2-17 pending additional information from the Actuary. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 4. General Discussion ID-56-17 Keeping History Above Water Attachments: COuncil 2 27 synopsis.docx speakers bios.doc council P&L 2 27 17.docx Finance Director Miller was present to answered questions from the committee. Sharon Kennedy, 9 Randall Court, Annapolis, Maryland 21401 representing the Historic Preservation Commission gave a presentation on the discussion topic and spoke on the implementation of the "Weather it Together" plan, adaptive strategies' for costal communities, sponsorship for the conference, the speaker bio's for conference, the financial forecast for the program, the private/public sponsorship, putting together a revolving fund for disbursement, the program as planned a cost neutral event and answered questions from the committee. Alderman Paone moved to approve the Finance Committee's support for the project. Seconded. CARRIED on voice vote. Alderwoman Finlayson was present and spoke on the conference registration fees. Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone ID-59-17 Finance Department Update Finance Director Miller gave a Finance Department Update and spoke on the FY18 budget, the departmental budget presentations, a more efficient budget process, the flow of real estate tax and grants on the budget, union negotiations and answered questions from the committee. Operations Manager Pletzer spoke on timelines related to open government and answered questions from the committee.
