Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes September 20, 2017 1. Call To Order Chairman Pfieffer called the meeting to order at 1:09 p.m. Roll Call Present: 2- Alderman Pfeiffer and Alderman Paone Absent: 1- Alderman Arnett 2. Business before Committee a. Approval of Minutes FC090517 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Paone Absent: 1- Alderman Arnett b. Grant Approvals GA-11-18 Community Development Block Grant Planning and Zoning Director Gutwald and Alderman Budge were present and answered questions from the committee. Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Paone Absent: 1- Alderman Arnett 3. Legislation before Committee O-39-17 Clean Energy Loan Program and Property Tax Surcharge - For the purpose of defining certain terms; amending the scope of and eligibility for the Clean Energy Loan Program; amending qualifying criteria; establishing a calculation of the clean energy loan surcharge; providing for a recorded agreement and certain notices; and matters generally related to the Clean Energy Loan Program and real property taxes. Office of Environmental Policy Director Broadbent was present and answered questions from the committee. City Manager Andrews addressed the committee. Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Paone City of Annapolis Page 1 Finance Committee Standing Committee Minutes September 20, 2017 Absent: 1- Alderman Arnett O-41-17 Market House Tenant Lease Extension - For the purpose of extending all current tenant leases of the Market House for one-year. Alderman Paone expressed his concern about passing this legislation in regards to being bound to a 1 year extension and would like clarification as to what would happen if the legislation is passed or not passed. City Manager Andrews suggested changing the wording in the amendment. Alderman Budge and Chairman Pfieffer agreed with City Manager Andrews. Public Works Director Jarrell suggested adding the wording and/or failure to Page 2 line 6, however the Committee did not agree. Alderman Paone moved to recommend O-41-17 with an amendment that state the following: On Page 2, in line 6, insert at the beginning "IF CITY MANAGER DECLARES THAT THE NEGOTIATIONS FOR A LEASE FOR THE MARKET HOUSE HAVE COME TO AN IMPASSE,". Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Paone Absent: 1- Alderman Arnett R-30-17 Amendment to the FY2018 Capital Improvement Budget and Capital Improvement Program (2018-2023) - For the purpose of amending the FY2018 Capital Improvement Budget and Capital Improvement Program (2018-2023) to include funding for a new project - City Dock Re-Decking. Department of Public Works Director Jarrell was present and answered questions from the committee. Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Paone Absent: 1- Alderman Arnett R-32-17 City of Annapolis Investment Policy - For the purpose of updating the City of Annapolis Investment Policy by adopting the Investment Policy of the Maryland State Treasurer’s Office. Finance Director Miller was present and answered questions from the committee. Alderman Budge asked that a copy of the State's Investment Policy be attached to the Resolution. Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Paone Absent: 1- Alderman Arnett 4. General Discussion City of Annapolis Page 2 Finance Committee Standing Committee Minutes September 20, 2017 ID-284-17 Update from the Finance Department Finance Director Miller is focused on the year end closing, and he is looking at software for budget improvements. 5.
