Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes January 24, 2018 1. Call To Order Chairman Arnett called the meeting to order at 10:30 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson 3. Business before Committee a. Approval of Minutes FC011018 Approval of Minutes for the Regular Meeting Alderman Rodriguez moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson b. Grant Approvals GA-29-18 FY 2018 Anne Arundel County Transit Subsidy Transportation Director Gordon was present and answered questions from the Committee. Alderman Rodriguez moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson GA-32-18 Pump-Out Grant Operating and Maintenance Calendar Year 2018 Harbor Master Bellis was present and answered questions from the committee. Alderman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson c. Budget Revision Requests GT-11-18 Transfer From: APD Benefits Transfer To: APD Supplies; APD Contract Services Police Chief Baker and Captain Amoia were present and answered questions from the committee. Finance Director Miller was also present and answered questions from the committee. Alderman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson City of Annapolis Page 1 Finance Committee Standing Committee Minutes January 24, 2018 3. Legislation before Committee O-5-18 Lease of the Market House - New Market, LLC - For the purpose of authorizing the lease of the Market House to New Market, LLC, the Master Tenant for a certain period of time, subject to certain terms, provisions and conditions; and matters generally relating to said lease. The legislation will be deferred until the results from the Joint Committee meetings have concluded. 4. General Discussion ID-18-18 Update from the Finance Department Finance Director Miller was present and stated that he will be meeting with the Mayor on Monday, January 29, 2018. CAFR will be completed on Friday, January 26, 2018, and the results will be available on Monday, January 29, 2018. Alderwoman Finlayson asked for a report of the Pension Board from Finance Director Miller. City Manager Andrews was present and answered questions from the Committee. Human Resources Director Hopkins was present and answered questions from the Committee. Chairman Arnett would like a briefing on the Programmatic Budget for the Council. Finance Operations Manager Pletzer was present and answered questions from the Committee. Finance Director Miller stated that the Committee will need to have a meeting on the Balance Sheet soon. A Quarterly report will be added to the Finance Committee agenda. Chairman Arnett and Alderwoman Finlayson would like a closed session briefing on the study presented by Human Resources Director Hopkins. ID-19-18 City Budget Schedule Discussion Schedules are being discussed. 5. Adjournment Upon motion duly made, seconded and adopted, the meeting was adjourned at 12:21 PM.
