Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes April 4, 2018 1. Call To Order Chairman Arnett called the meeting to order at 10:35 a.m. 2. Roll Call Alderman Rodriguez arrived at 10:37 a.m. Present: 2- Alderman Arnett and Alderman Finlayson 3. Business before Committee a. Approval of Minutes FC031418 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez ID-98-18 GT-17-18 Finance Director Miller was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson ID-97-18 BUSINESS ITEM RETROACTIVE PAYMENT Finance Director Miller and Finance Operations Manager Pletzer were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson b. ID-82-18 Presentation: Davenport, Joe Mason and Jennifer Dickerson Joe Mason, representing the Davenport & Company, was present and provided a brief overview of the Fiscal Policy Review. Finance Director Miller was present and answered questions from the committee. Transportation Director Gordon was also present and answered questions from the committee. The Committee would like the Fiscal Policy Review presented by Davenport & Company put into legislation. ID-89-18 Presentation: Class and Comp Study, H.R. Human Resources Manager Hopkins was present and answered questions from the committee. Legislation before Committee O-11-18 Stanton Center Lease Agreement - Anne Arundel Workforce Development Corporation - For the purpose of approving the lease for certain City-owned space in the Stanton Center to Anne Arundel Workforce Development Corporation; and matters generally relating to said lease of City-owned property. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson O-13-18 City Emblems - Prohibited Uses - For the purpose of regulating the use of the City seal, City flag, and City logo. No action taken R-9-18 City Emblems - Prohibited Uses - Fine - For the purpose of establishing a fine for a violation of Section 1.08.060 of the Code of the City of Annapolis concerning prohibited uses of City emblems. No action taken R-8-18 Amendments to Title 15 of the FY 2018 Fees Schedule - For the purpose of establishing a timeframe for when Workboat and Buyboat watermen may request temporary docking; repealing annual street end dinghy permit on medical hardship availability; and clarifying criteria for permissible docking of dinghies. No action taken R-10-18 Filing of Grant Application with the Maryland Transit Administration - For the purpose of authorizing the filing of an application with the Maryland Transit Administration of the Maryland Department of Transportation for a Sections 5303, 5304, 5307, 5309, 5310, 5311, 5316, and/or 5317 grants under the Federal Transit Act for a total amount of $2,498,148 ($1,629,051 for fixed route transit operations; $220,728 for ADA complementary paratransit services; $405,000 capital grant for transit vehicle maintenance; $234,905 capital grant for the purchase of three (3) small buses (replacement), $5,801 capital assistance for the purchase of furniture for driver’s room and $2,663 capital assistance for a laminating machine. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson 5.
