Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes May 14, 2018 1. Call To Order Chairman Arnett called the meeting to order at 10:11 a.m. 2. Roll Call Present: 2- Alderman Arnett and Alderman Finlayson 3. Business before Committee a. Grant Approvals GA-36-18 State of Maryland Department of Natural Resources Critical Area Commission for the Chesapeake and Atlantic Coastal Bays Granit-in-Aid Program Finance Operations Manager Pletzer was present and answered questions from the committee. Alderman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson GA-37-18 State Homeland Security Grant Program Finance Operations Manager Pletzer was present and answered questions from the committee. Alderman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson GA-38-18 Maryland Smart Energy Communities Grant Finance Operations Manager Pletzer was present and answered questions from the committee. Alderman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson b. Budget Revision Requests GT-18-18 Transfer From: Transportation Admin Benefits (15,000), Transportation Vehicle Op’s Salaries (100,000), Transportation Vehicle Op’s Overtime (10,000), Transportation Vehicle Op’s Benefits (140,000), Transportation Maintenance Salaries (30,000), Transportation Maintenance Overtime (10,000), Transportation Maintenance Benefits (20,000) Transfer To: Transportation Admin Salaries (5,000), Transportation Admin Telephone (3,000), Transportation Admin Electricity (7,000), Transportation City of Annapolis Page 1 Finance Committee Standing Committee Minutes May 14, 2018 Vehicle Op’s Supplies (35,000), Transportation Vehicle Op’s Equipment (35,000), Transportation Vehicle Op’s R&M Fuel & Oil (145,000), Transportation Vehicle Op’s R&M Vehicles (35,000), Transportation Maintenance Fuel & Oil (60,000) Finance Operations Manager Pletzer was present and answered questions from the committee. Alderman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson 4. Finance Committee Deliberations Meeting went into Recess 12:00 p.m. Meeting Reconvened 1:45 p.m. Finance Operations Manager Pletzer and City Manager Sutherland were present and reviewed the Draft FY 2019 Budget Report. a. Bond Debt Motion to not issue any new bond debt from the General Fund for FY 2019 until the unused bonds have been spent Alderwoman Finlayson moved to approve. The motion carried by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson b. Parking Lot Items Motion to approve items on the Parking Lot Items including a development of a Transportation Fund to support Department of Transportation while the Hillman Garage revenue is unavailable. Alderwoman Finlayson moved to approve. The motion carried by the following vote: Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson 5.
