Chairman Arnett called the meeting to order at 10:38 a.m.

Alderwoman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
b. Grant Approvals
ID-183-18 Community Development Block Grant
City Manager Sutherland, Finance Operations Manager Pletzer and Acting Finance
Director Leaman were present and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
4. Legislation before Committee
O-16-18 Annual Operating Budget: Fiscal Year 2019 - For the purposes of adopting
an operating budget for the City of Annapolis for Fiscal Year 2019; appropriating
funds for expenditures for Fiscal Year 2019; defraying all expenses and liabilities of
the City of Annapolis and levying same for the purposes specified; specifying certain
duties of the Director of Finance; and specifying a rate of interest to be charged upon
overdue property taxes.

O-17-18 Capital Budget Fiscal Year 2019 - For the purpose of adopting a capital
budget for Fiscal Year 2019; and appropriating funds for expenditures for the Fiscal
Year 2019 capital budget.

purpose of adopting a capital improvement program for Fiscal Years 2020-2024
(July 1, 2019 - June 30, 2024).

R-14-18 Position Classifications and Pay Plan - For the purpose of approving the FY
2019 position classification and pay plan effective July 1, 2018.

5. Budget Discussion
a. City Debt and Financial Administration Policies
City Manager Sutherland and Acting Finance Director Leamn were present and answered
questions from the committee.

TRANSPORTATION OIL-WATER SEPARATOR REPLACEMENT
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

c. FY 2019 Proposed Amendments (Mayor's)
City Manager Sutherland, Alderman Savidge, Acting Finance Director Leaman, and
Planning and Zoning Director Gutwald were present and answered questions from the
committee.
d. Truxtun Swimming Pool Options and Costs
Public Works Director Jarrell, Recreation and Parks Director Trader, Alderman Savidge,
City Manager Sutherland, and Procurement Officer Snyder were present and answered
questions from the committee. The committee would like a better break down of the
costs associated with each option, also possibly find a new consultant.
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
2:34 PM.
