Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes September 19, 2018 1. Call To Order Chairman Arnett called the meeting to order at 10:30 a.m. 2. Roll Call Present: 2- Alderman Arnett and Alderman Finlayson 3. Business before Committee a. Approval of Minutes FC091318 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez ID-277-18 Fire Department Discussion Public Works Director Jarrell and Fire Chief Stokes were present and described the conditions at the Fire Stations to the committee. Issues include a leaky roof for the past 8 years, water running down walls which is impacting light fixtures, tiles, and office machinery. Water has also caused a mold problem, which has been affecting employee's health, causing employees to be out on sick leave. Alderwoman Finlayson would like to classify such issues at the Fire Stations as emergencies, and would also like to transfer money in the budget to allow for new hires in the Department of Public works in order to help with repair issues. Alderwoman Finlayson moved to approve a motion to categorize flooding and molding in any City building be classified as emergencies. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez Alderwoman Finlayson moved to appove a Motion to request budget transfer from Contract Services to Maintenance Staff Salaries. Seconded. Motion was withdrawn without objection. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez Alderwoman Finlayson moved to approve a motion to request the City Manager propose a budget transfer for new hires in the Department of Public Works Facility Maintenance staff.. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson City of Annapolis Page 1 Finance Committee Standing Committee Minutes September 19, 2018 Absent: 1- Rodriguez b. Supplemental Appropriations SA-28-19 Gifts and Donation General Fund Revenue Finance Director Dickinson and City Manager Sutherland were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez 4. Legislation before Committee R-39-18 City Co-Sponsored Benefit Concert Special Event - For the purpose of identifying the City co-sponsored Special Event “Annapolis Rising: Benefit for The Capital Gazette and for the Free Press” to occur on July 28, 2018; and waiving certain related City fees for that event. Alderwoman Finlayson moved to appove a Motion to request budget transfer from Contract Services to Maintenance Staff Salaries. Seconded. Motion was withdrawn without objection. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez Alderwoman Finlayson moved to approve the following Amendment: Amendment #1 Strike all "waiver of fees" Page 2, strike lines 9-11, add "in lieu of, contribute a $10,000 donation to the AACO Community Foundation-Captial Gazette". . Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez Chief of Staff Smith, Finance Director Dickinson, and City Manager Sutherland were present and answered questions from the committee. Alderman Finlayson moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Finlayson Absent: 1- Rodriguez 5. General Discussion City of Annapolis Page 2 Finance Committee Standing Committee Minutes September 19, 2018 ID-264-18 Update from the Finance Department Finance Director Dickinson was present and provided the committee with an update. 6.
