1. Call To Order
Chairman Arnett called the meeting to order at 9:09 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
3. Closed Session Statement
4. Approval of Agenda (any changes to the agenda should be made here)
City Manager Sutherland was present and answered questions from the committee.
Alderman Savidge was present and addressed the committee.
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. Seconded.
A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
5. Business before Committee
a. Approval of Minutes
FC04.15.19 Approval of Minutes for the Regular Meeting
Alderwoman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
b. Operating Budget - Department Reviews
ID-443-19 City Council and Office of the Mayor
Alderman Paone moved to approve the following motion: Motion to have the
Office of Law draft Legislation to move the City Clerk from the Office of Mayor to
the Office of Law. Seconded. A roll call vote was taken. The motion CARRIED by
the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Alderman Finlayson moved to accept the Mayor's recommendation to move
Economic Development from the Department of Planning and Zoning to the
Office of Mayor. Failed for lack of second.
Alderwoman Finlayson moved to Recommend Favorably the Small and Minority
Business Enterprise Liaison to be moved to the Office of Mayor. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

Nay: 1- Alderman Paone
Alderwoman Finlayson moved to approve the following motion: Motion to move
the Economic Development Manager from the Department of Planning and
Zoning to the Office of Mayor. seconded. A roll call vote was taken. The motion
DEFEATED by the following vote:
Aye: 1- Alderwoman Finlayson
Nay: 2- Alderman Arnett and Alderman Paone
Alderwoman Finlayson moved to approce the following: Motion to move the
Special Events Development/Events Specialist from Exempt to Civil Service.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Arnett and Alderwoman Finlayson
Nay: 1- Alderman Paone
Alderwoman Finlayson moved to approve a Favorable Recommendation of the
Mayor's proposed enhancement requests with the stipulation that the Mayor's
Office will coordinate with agencies for Special Events, and also provide
Quarterly Reports of Special Events/Programs to the Council. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Alderwoman Finlayson moved to Recommend Favorably the Office of Mayor's
Budget Summary. Seconded. A roll call vote was taken. The motion CARRIED by
the following vote:
Aye: 2- Alderman Arnett and Alderwoman Finlayson
Nay: 1- Alderman Paone
Chief of Staff Smith, City Manager Sutherland, and Finance Director Dickinson were
present and answered questions from the committee.
Alderwoman Tierney, and Alderman Savidge were present and addressed the
committee.
Human Resources Manager Hopkins was present and answered questions from the
committee.
Assistant City Attorney Leonard was present and answered questions from the
committee.
City Clerk Watkins Eldridge was present and answered questions from the
committee.
PIO Stephenson was present and answered questions from the committee.

Community Relations Specialist Rowel was present and answered questions from the
committee.
Alderwoman Finlayson would like to see the Development/Events Specialist become
a Civil Service position.
Chairman Arnett requested a report on the programs listed under the enhancements
the Mayor's office budget.
Meeting went into Recess 12:28 p.m.
Meeting Reconvened 1:32 p.m.
Alderwoman Finlayson moved to recommend with amendments ID-443-19.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Arnett and Alderwoman Finlayson
Nay: 1- Alderman Paone
ID-450-19 Office of the City Manager
City Manager Sutherland was present and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably the proposed budget for
the Office of City Manager. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
ID-444-19 Office of Law
Assistant City Attorney Leonard, and Finance Director Dickinson were present and
answered questions from the committee.
Alderman Paone moved to recommend favorably the budget for the Office of
Law. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson

Human Resources Manager Hopkins, and Finance Director Dickinson were present
and answered questions from the committee.

Alderman Paone moved to recommend favorably the budget for the Human
Resources Division. Seconded. A roll call vote was taken. The motion CARRIED
by the following vote:

MIT Manager Smith, and Finance Director Dickinson were present and answered
questions from the committee.

Alderwoman Finlayson moved to recommend favorably the budget for the
Management & Information Technology Division (MIT). Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

Absent: 1- Alderman Paone
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
2:54 p.m.
