Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 22, 2019 Minutes 1. Call To Order Chairman Arnett called the meeting to order at 9:39 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Legislation before Committee CA-2-19 City Manager - Powers and Duties - For the purpose of removing the Office of Environmental Policy from the supervision of the City Manager; and placing supervision of the Human Resources Office under the City Manager. Alderwoman Finlayson moved to approve the following amendment: Page 2 line 18 & 22 ADD "AND CITY COUNCIL" after Mayor. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Alderman Paone moved to recommend favorably Page 2 Line 29 strike out. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Paone and Alderwoman Finlayson Nay: 1- Alderman Arnett City Manager Sutherland was present and answered questions from the committee. Alderman Savidge was present and addressed the committee. Alderman Paone moved to recommend with amendments. Seconded. A roll call vote was taken. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson City of Annapolis Page 1 Finance Committee Standing Committee Meeting April 22, 2019 Minutes CA-4-19 Economic Development Program - For the purpose of removing administration of the economic development program from the Planning and Zoning Department. City Manager Sutherland Alderwoman Tierney, and Alderman Savidge were present and addressed the committee. Motion to recommend favorably (ald Fin-failed for lack of 2nd) - withdrawn Alderman Paone moved to recommend unfavorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Nay: 1- Alderwoman Finlayson CA-5-19 The Office of Emergency Management Department - For the purpose of establishing a department known as the Office of Emergency Management. City Manager Sutherland, Dave Mandell, Fire Chief Stokes were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-12-19 Departmental Reorganization - For the purpose of requiring the Environmental Policy Advisor to provide certain advice relating to environmental policies and initiatives in lieu of the Office of Environmental Policy; creating the position of Environmental Policy Advisor in the exempt service; establishing the duties and responsibilities of the position; creating the position of Director of Emergency Management in the exempt service; establishing certain exempt service pay grades; and reassigning responsibility for floodplain management to the Department of Planning and Zoning. Motion to rec fav (Ald. Fin) - failed for lack of 2nd - withdrawn with the purpose of being able to come back to discussion. O-13-19 Office of Law - For the purpose of clarifying the functions of the Office of Law; City of Annapolis Page 2 Finance Committee Standing Committee Meeting April 22, 2019 Minutes clarifying the functions of the City Clerk; making technical corrections; and making stylistic changes. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-14-19 Economic Development Division - For the purpose of relocating the Economic Development Division from the Department of Planning and Zoning to the Office of the Mayor; and generally related to Economic Development. Alderman Paone moved to recommend unfavorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Nay: 1- Alderwoman Finlayson O-15-19 The Office of Emergency Management - For the purpose of making technical and other corrections to the Office of Emergency Management section of the City Code; clarifying the role of the Harbormaster during a public emergency, making certain stylistic changes; and generally related to emergency management. Alderman Savidge was present and addressed the committee. City Manager Sutherland was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-16-19 Human Resources - Exempt Service - For the purpose of reclassifying certain positions in the Exempt Service; and making stylistic changes. Alderwoman Finlayson moved to approve the following: UNSTRIKE Page 2 Line 6, Page 3, 4th line down in chart, Page 4 Line 31, Page 5 Line 43. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone Alderwoman Finlayson moved to approve the following: Page 2 Resource Manager upgrade;Page 3, Management Information Technology Manager upgrade. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 3 Finance Committee Standing Committee Meeting April 22, 2019 Minutes Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Alderwoman Finlayson moved to approve the following: Page 2, Community Services Specialists upgrade . Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone Alderwoman Finlayson moved to recommend favorably pages 3-6 of O-16-19. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone City Manager Sutherland, and Human Resources Manager Hopkins were present and answered questions from the committee. Alderman Savidge was present and addressed the committee. Meeting went into Recess 11:37 a.m. Meeting Reconvened 11:43 a.m. Alderwoman Finlayson moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-17-19 ANNUAL BUDGET AND APPROPRIATION ORDINANCE AND PROPERTY TAX LEVY - For the purpose of adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2020, the Capital Budget for the fiscal year ending June 30, 2020, the Capital Improvement Program for the fiscal years ending June 30, 2021, June 30, 2022, June 30, 2023, June 30, 2024, and June 30, 2025; appropriating funds for all expenditures for the fiscal year beginning July 1, 2019, and ending June 30, 2020; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2019 and ending June 30,2020; and fixing the rate of the City property tax for the taxable year. Finance Director Dickinson, and City Manager Sutherland were present and answered questions from the committee. Alderwoman Finlayson moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 4 Finance Committee Standing Committee Meeting April 22, 2019 Minutes Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-14-19 City of Annapolis Police and Fire Retirement Plan - 2019 Amendment and Restatement - For the purpose of amending and restating the Police and Fire Retirement Plan; and matters generally relating to the Plan. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-15-19 Position Classifications and Pay Plan - For the purpose of approving the FY 2020 position classification and pay plan effective July 1, 2019. Human Resources Manager Hopkins, Finance Director Dickinson, City Manager Sutherland and Public Works Director Jarrell were present and addressed the committee. Alderman Savidge, and Alderwoman Tierney were present and addressed the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. No action taken O-18-19 Department of the Environment - For the purpose of creating a Department of the Environment, dissolving the Office of Environmental Policy; transferring regulatory authority for Forest Conservation from the Department of Planning and Zoning to the Department of the Environment; consolidating environmental compliance, and inspection responsibilities, under the Department of the Environment; transferring the stormwater management program to the Department of the Environment; assigning the liaison for the Annapolis Conservancy Board to the Department of the Environment; assigning consideration of Title 19 matters to the Environmental Matters Committee; City of Annapolis Page 5 Finance Committee Standing Committee Meeting April 22, 2019 Minutes making technical corrections; and generally relating to the Department of the Environment.
