Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Continue O-26-19 Add SA-6-19 to the agenda Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC07.03.19 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson b. Appointments and reappointments to Committees AP-119-19 The Reappointment of Frederick Sussman to the Financial Advisory Commission Ombudsman Raftovich was present in place of Frederick Sussman Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson AP-120-19 The Appointment of Edward Meehan to the Financial Advisory Commission Edward Meehan was present and answered question from he committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson AP-121-19 The Reappointment of Bob Burdon to the Financial Advisory Commission City of Annapolis Page 1 Finance Committee Standing Committee Minutes July 17, 2019 Ombudsman Raftovich was present in place of Bob Burdon Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson AP-122-19 The Reappointment of Ross Dierdoff to the Financial Advisory Committee Removed from agenda. Does not wish to continue on the Commission. This Appointment/Reappointment was withdrawn without objection c. Supplemental Appropriations SA-3-20 OEMD/FIRE/FY18 SHSP Revenue: FY18 SHSP Incident Management Team ($40,000) Expenditure: FY18 Incident Management Team ($40,000) Finance Director Dickinson was present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-4-20 Police Revenue: 2020 Governor’s Office of Crime Patrol BARM-Body Armor Grant ($7250) Expenditure: 2020 Governor’s Office of Crime Patrol BARM - Body Armor Grant Supplies ($7250) Finance Director Dickinson, and Acting Director Simmons was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-5-20 Police Revenue: FY20 Tactical Ballistic Vest Revenue ($4006.00) Expenditure: FY20 Tactical Ballistic Vest - Equipment ($4006.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5. Legislation before Committee O-25-19 Watershed Restoration Fund - For the purpose of modifying the functions of the Watershed Restoration Fund. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-32-19 Maryland Public Information Act - Fees - For the purpose of adding fees to the Fiscal Year 2020 Fees Schedule concerning requests for information made pursuant to the Maryland Public Information Act. City Manager Sutherland, Finance Director Dickinson, and Acting City Attorney Berger were present and answered questions from the committee. Alderman Paone moved to Continue. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-26-19 Rental Unit and Short-Term Residential Rental Licenses - For the purpose of mitigating significant dislocation of neighborly residential blocks; supporting the City’s experience, visitor and tourist-based local economy by leveraging the sharing economy; ensuring applicable tax collection and remittances; encouraging fair competition; updating and amending the regulation of residential rental properties generally; creating operating license requirements governing the short-term rental of residential dwellings and dwelling units above nonresidential uses; defining certain terms; allowing a delayed effective date for current licensees; and matters generally relating thereto. City Manager Sutherland was present and answered questions from the committee. Vick Pascoe, 308 Chester Avenue, Annapolis, MD 21403, was present and addressed the committee.
