Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes November 6, 2019 1. Call To Order Chairman Arnett called the meeting to order at 10:33 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC10.16.19 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson b. Supplemental Appropriations SA-13-20 DPW - Capital Projects Capital Reserve Fund Revenue: Capital Reserve Fund Transfer ($753,000.00) Watershed Restoration Fund Transfer ($198,000.00) Expenditure: Truxtun Park Pool ($951,000.00); General Fund Revenue: Capital Reserve Fund ($753,000.00) Expenditure: Capital Reserve Fund Transfer ($753,000.00) Watershed Restoration Fund Revenue: Watershed Restoration Fund ($198,000.00) Expenditure: Watershed Restoration Fund Transfer ($198,000.00) Public Works Assistant Director Patrick, Public Works Project Manager McGowan, Finance Director Dickinson, and City Manager Sutherland were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-14-20 APD City of Annapolis Page 1 Finance Committee Standing Committee Minutes November 6, 2019 Revenue: State Operating Grant Revenue - State Aid for Police Protection (SAPP) ($237,898.00) Expenditure: State Aid for Police Protection (SAPP) - Salaries ($237,898.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-15-20 APD Revenue: Federal Operating Grant Revenue - Byrne Justice ($2,205.00) Expenditure: Salaries and Benefits ($517.00); Supplies ($1,688.00) Finance Director Dickinson was present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-16-20 OEMD Revenue: State Operating Grant Revenue - FY18 SHSP ($5,700.00) Expenditure: Contract Services - FY18 SHSP ($5,700.00) Finance Director Dickinson and Emergency Planner Seborowski were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-17-20 OEMD Revenue: State Operating Revenue - FY19 SHSP ($106,228.00) Expenditure: Capital Outlay ($106,228.00) Finance Director Dickinson and Emergency Planner Seborowski were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5.
