Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes December 4, 2019 1. Call To Order Chairman Arnett called the meeting to order at 10:37 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Add SA-21-20 Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC11.06.19 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson b. Supplemental Appropriations SA-18-20 Planning & Zoning Revenue: Federal Operating Grant Revenue ($34,600.00) Expenditure: Salaries and Benefits ($34,600.00) Finance Director Dickinson, and Planning and Zoning Acting Director Nash were present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-19-20 FIRE Revenue: State Operating Grant Revenue (11,407.00) Expenditure: Supplies ($11,407.00) Finance Director Dickinson was present and answered questions from the committee. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-21-20 Multiple Departments Expenditure: Federal - Police Department - Byrne Justice BJAG ($15,993.00); Office of Emergency Management - SHSP-SHSG State Homeland Security ($69,341.00); State - Planning and Zoning - CLG Training and Education ($2,135.00); Community Resiliency - MDNR ($13,300.00); County - Office of Emergency Management - OIT-Your Life Matters ($10,581.00); OIT-Overdose Free Annapolis ($20,036.00); OIT-Naptown Anti-dope Movement ($12,652.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5. General Discussion c. Update from the Finance Director Finance Director Dickinson was present and provided the committee with an update. 6.
