Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes February 19, 2020 1. Call To Order Chairman Arnett called the meeting to order at 10:32 a.m. 2. Roll Call Present: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC01.16.20 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson b. Supplemental Appropriations SA-24-20 Planning and Zoning Revenue: State Operating Grant Revenue ($19,000.00) Expenditure: State Operating Grant Expense ($19,000.00) Finance Director Dickinson was present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson SA-25-20 Police Revenue: County Operating Grant Revenue ($25,000.00) Expenditure: County Operating Grant Expense ($25,000.00) City of Annapolis Page 1 Finance Committee Standing Committee Minutes February 19, 2020 Finance Director Dickinson were present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson SA-26-20 OEMD Revenue: Federal Operating Grant Revenue ($9,199.00) Expenditure: Federal Operating Grant Expense ($9,199.00) Office of Emergency Management Deputy Director Mandel was present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson 5. Legislation before Committee R-7-20 Position Classifications - Amendment - For the purpose of approving an amendment to the FY 2020 position classifications. Finance Director Dickinson, Human Resources Manager, Procurement Officer Snyder, and City Manager Jarrell were present and answered questions from the committee. Chairman Arnett and Alderman Paone would like supporting documents to justify the grade change. Will take up at the March 4th Finance meeting. Alderman Paone moved to Continue. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderwoman Finlayson R-8-20 Pride of Baltimore II - Docking Fee Waiver - For the purpose of waiving the fees for docking the Pride of Baltimore II at the Annapolis City Dock on certain dates during the months of March and April in 2020. Finance Director Dickinson was present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. General Discussion c. Report from Financial Advisory Commission Chairman Arnett provided a report to the committee. d. Report from Audit Committee Alderman Paone provided a report to the committee. Finance Director Dickinson was present and answered questions from the committee. f. Update from the Finance Director Finance Director Dickinson was present and provided a report to the committee. Chairman Arnett asked for a detailed line item Proforma. 7.
