Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting March 4, 2020 Minutes 1. Call To Order Chairman Arnett called the meeting to order at 10:38 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Add SA-27-20, and SA-28-20 Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC02.19.20 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5. Legislation before Committee R-7-20 Position Classifications - Amendment - For the purpose of approving an amendment to the FY 2020 position classifications. Human Resources Manager Hopkins, Procurement Officer Snyder, City Attorney Lyles, and Finance Director Dickinson were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone R-13-20 Sailing Vessel Maiden - Docking Fee Waiver - For the purpose of waiving the fees for docking the Maiden at the Annapolis City Dock on certain dates during the month of April, 2020. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 1 Finance Committee Standing Committee Meeting March 4, 2020 Minutes Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-14-20 Tug of War Special Event - Fee Waiver - For the purpose of waiving the Harbormaster’s fees for the Tug of War event hosted by the Maritime Republic of Eastport that was held in Fiscal Year 2019. Finance Director Dickinson, and City Manager Jarrell were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-27-20 Planning and Zoning Revenue: General Fund Contributions ($1,896.00) Expenditure: Contractual Services ($1,896.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-28-20 Police Revenue: Available Fund Balance ($160,700.00) Expenditure: Capital Outlay ($160,700.00) Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 6. General Discussion b. Report from Financial Advisory Commission ID-58-20 Financial Advisory Commission Attachments Chairman Arnett provided a report to the committee. Finance Director Dickinson was present and answered questions from the committee. c. Report from Audit Committee Alderman Paone provided a report to the committee. d. Report from Police & Fire Retirement Plan Commission Chairman Arnett provided a report to the committee. Finance Director Dickinson was present and answered questions from the committee.
