Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Add SA-27-20, and SA-28-20 Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC02.19.20 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5. Legislation before Committee R-7-20 Position Classifications - Amendment - For the purpose of approving an amendment to the FY 2020 position classifications. Human Resources Manager Hopkins, Procurement Officer Snyder, City Attorney Lyles, and Finance Director Dickinson were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone R-13-20 Sailing Vessel Maiden - Docking Fee Waiver - For the purpose of waiving the fees for docking the Maiden at the Annapolis City Dock on certain dates during the month of April, 2020. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. Finance Director Dickinson, and City Manager Jarrell were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-27-20 Planning and Zoning Revenue: General Fund Contributions ($1,896.00) Expenditure: Contractual Services ($1,896.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-28-20 Police Revenue: Available Fund Balance ($160,700.00) Expenditure: Capital Outlay ($160,700.00) Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 6. General Discussion b.
