1. Call To Order
Chairman Arnett called the meeting to order at 10:12 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
3. Approval of Agenda (any changes to the agenda should be made here)
Add Capital Budget, Discussion of Proforma and 3 Year Projections, Discussion of
the line item budget, and remove R-15-20 and R-20-20.
City Manager Jarrell and Finance Director Dickinson was present and answered
questions from the committee.
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as
amended. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson

FC03.04.20 Approval of Minutes for the Regular Meeting
Alderwoman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:

ID-82-20 Overview of Operating Budget
City Manager Jarrell, Finance Director Dickinson, Alderman Savidge,
Alderwoman Tierney were present and answered questions from the committee.
Financial Advisory Commission members Fred Sussman and Ed Meehan were
present and answered questions from the committee.
ID-101-20 Overview of CIP
City Manager Jarrell, Senior Accountant/Budget Analyst Connolly, and Finance
Director Dickinson were present and answered questions from the committee.

5. Legislation before Committee
R-15-20 City Sponsored Special Events in Fiscal Year 2021 - For the purpose of
identifying City Sponsored Special Events; and waiving certain related City Fees
during Fiscal Year 2021.
R-20-20 Swimming Pool Fees - For the purpose of specifying the fees that will be
charged for use of the new City of Annapolis swimming pool; and setting an effective
date.
6. General Discussion
Alderwoman Tierney and City Manager Jarrell were present and addressed the
committee.
Update from the Finance Director

7. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
