1. Call To Order
Chairman Arnett called the meeting to order at 1:03 p.m.
2. Roll Call
3. Approval of Agenda (any changes to the agenda should be made here)
Add R-20-20, FT-4-20, SA-29-20, SA-30-20
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as
amended. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson

4. Business before Committee
R-20-20 Swimming Pool Fees - For the purpose of specifying the fees that will be charged
for use of the new City of Annapolis swimming pool; and setting an effective date.
Savidge Amendment #1
Alderwoman Finlayson moved to oppose Savidge Amendment #1. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Adopt #2 and #3 of the Savidge Amendments
Alderman Paone moved to Recommend Favorably Savidge Amendments #2 and
#3. Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Adopt #4 of the Savidge Amendments
Alderwoman Finlayson moved to Recommend Favorably Savidge Amendment
#4. Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:

Alderwoman Finlayson moved to Recommend Favorably-Amendment.
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:

Alderman Paone moved to recommend with amendments. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

FT-4-20 Public Works
Transfer From: Facilities Salaries and Benefits ($134,500.00) Transfer To:
Facilities Contractual Services ($134,500.00)
Finance Director Dickinson, and Public Works Acting Director Patrick were present
and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

SA-29-20 Transportation
Revenue: Federal Grant ($618,286.00); State Grant ($86,464.00)
Expenditure: Federal Expenses ($618,286.00) State Expenses ($86,464.00)
Finance Director Dickinson, Budget Analyst Connolly, and Transportation Director
Gordon were present and answered questions from the committee.
Alderman Paone moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

SA-30-20 Planning and Zoning
Revenue: General Fund Contributions ($13,933.00)
Expenditure: Salaries and Benefits ($633.00); Contractual Services
($13,270.00)
Finance Director Dickinson, and Planning and Zoning Director Nash were present
and and answered questions from the committee.
Alderman Savidge was present and addressed the committee.
Alderman Paone moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

City Manager Jarrell, Alderwoman Tierney, Alderman Savidge, City Attorney Lyles,
and Finance Director Dickinson were present and answered questions from the
committee.
Alderwoman Finlayson moved to restore Office of Environmental Policy to its
current status. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
ID-90-20 M.I.T.
M.I.T. Director Paquin provided the committee with a presentation. Alderwoman
Tierney was present and addressed the committee.
ID-91-20 Human Resources
Human Resources Manager Hopkins was present and provided the committee with a
presentation.
Finance Director Dickinson, Alderwoman Tierney, and Budget Analyst Connolly
were present and addressed the committee.
