Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting May 1, 2020 Minutes 1. Call To Order Chairman Arnett called the meeting to order at 10:00 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Add FT-5-20 Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. The motion carried by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee FT-5-20 General Fund - Contingency Account Transfer From: Contingency Fund ($103,000.00) Transfer To: Purchasing - Supplies and Other ($17,800.00); MIT - Supplies and Other ($15,850.00); P & Z - Supplies and Other ($300.00); Fire - Supplies and Other ($37,250.00); Rec & Parks - Supplies and Other ($400.00); Police - Supplies and Other ($11,150.00); Transportation - Supplies and Other ($2,400.00); PEG - Capital Outlay ($11,050.00); OEMD - Supplies and Other ($6,800.00) Alderwoman Finlayson moved to recommend favorably. Approval of Minutes FC04.29.20 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson ID-129-20 Water and Sewer Rate Study Public Works Acting Director Patrick, David Hyder, representing Stantec, were present and provided a presentation for the committee. City Manager Jarrell, Finance Director Dickinson, Budget Analyst Connolly, Alderman Gay were present and addressed the committee. ID-122-20 Committee Discussions/Deliberations City of Annapolis Page 1 Finance Committee Standing Committee Meeting May 1, 2020 Minutes R-26-20 Fiscal Year 2021 Fees Schedule - For the purpose of specifying fees that will be charged for the use of City services for Fiscal Year 2021; and providing for a delayed effective date. Recommend that the credit card processing fee and returned check fee be removed from the FY 2021 until Ordinances have been created. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 14.20.030 Public Works Acting Director Patrick was present and answered questions from the committee. Alderwoman Finlayson moved to recommend 14.20.030 favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 16.16.160 Amendment Application fee for three year permit ADD "PER YEAR" after $100.00. Alderwoman Finlayson moved to Recommend Favorably-Amendment. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 16.16.160 Alderwoman Finlayson moved to recommend 16.16.160 with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 2 Finance Committee Standing Committee Meeting May 1, 2020 Minutes Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 17.09.070 Alderwoman Finlayson moved to recommend 17.09.070 favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 17.10.180.B. City Manager Jarrell, Alderwoman Tierney, City Manager Lyles, and Alderman Gay were present and addressed the committee. (more info to come from the administration) Alderwoman Finlayson moved to recommend 17.10.180.B. favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Parking Fees Transportation Director Gordon, John Kemp, representing SP+, Kevin Warntz, Representing SP+, Finance Director Dickinson, were present and answered questions from the committee. Alderman Gay, Alderwoman Tierney were present and addressed the committee. Alderwoman Tierney would like the Council to review the code as it pertains to Bed and Breakfast and Park Place. Alderwoman Finlayson moved to recommend Parking Fees favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Swimming Pool Update section to reflect changes made by the Council through Resolution 20-20. Alderwoman Finlayson moved to recommend Swimming Pool favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson ABCB Alderwoman Finlayson moved to recommend ABCB favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Alderwoman Finlayson moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 3 Finance Committee Standing Committee Meeting May 1, 2020 Minutes Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-27-20 Fiscal Year 2021 Fines Schedule - For the purpose of specifying fines that will be charged for Fiscal Year 2021; and providing for a delayed effective date. Planning and Zoning Director Nash and Chief of Historic Preservation Laynor were present and answered questions from the committee. Alderman Paone moved to recommend favorably. Seconded.
