Chairman Arnett called the meeting to order at 10:00 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
3. Approval of Agenda (any changes to the agenda should be made here)

Finance Director Dickinson was present and answered questions from the committee.
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as
amended. The motion carried by the following vote:

Transfer From: Contingency Fund ($103,000.00) Transfer To: Purchasing -

Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

ID-129-20 Water and Sewer Rate Study
Public Works Acting Director Patrick, David Hyder, representing Stantec, were
present and provided a presentation for the committee.
City Manager Jarrell, Finance Director Dickinson, Budget Analyst Connolly,
Alderman Gay were present and addressed the committee.

R-26-20 Fiscal Year 2021 Fees Schedule - For the purpose of specifying fees that
will be charged for the use of City services for Fiscal Year 2021; and providing
for a delayed effective date.
Recommend that the credit card processing fee and returned check fee be
removed from the FY 2021 until Ordinances have been created.
Alderwoman Finlayson moved to recommend that the credit card processing

Application fee for three year permit ADD "PER YEAR" after $100.00.
Alderwoman Finlayson moved to Recommend Favorably-Amendment.

City Manager Jarrell, Alderwoman Tierney, City Manager Lyles, and Alderman
Gay were present and addressed the committee.

Parking Fees
Transportation Director Gordon, John Kemp, representing SP+, Kevin Warntz,
Representing SP+, Finance Director Dickinson, were present and answered
questions from the committee. Alderman Gay, Alderwoman Tierney were
present and addressed the committee. Alderwoman Tierney would like the
Council to review the code as it pertains to Bed and Breakfast and Park Place.
Alderwoman Finlayson moved to recommend Parking Fees favorably.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Swimming Pool
Update section to reflect changes made by the Council through Resolution 20-20.
Alderwoman Finlayson moved to recommend Swimming Pool favorably.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:

Alderwoman Finlayson moved to recommend ABCB favorably. Seconded. A
