Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes May 5, 2020 1. Call To Order Chairman Arnett called the meeting to order at 10:30 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Add FT-6-20 Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee FT-6-20 Office of Environmental Policy Transfer From: Contingency Fund ($4,000.00) Transfer To: OEP - Supplies and Other ($4,000.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson would like to the reimbursement to go back to the Contingency fund. Alderman Paone would like to know the location of the tree. No action taken. a. Approval of Minutes FC05.04.20 Approval of Minutes for the Regular Meeting No action taken b, ID-122-20 Committee Discussions/Deliberations Alderman Paone would like hard copies of the PowerPoint presentations and a salary list for employees. Finance Director Dickinson, City Manager Jarrell, and City Attorney Lyles were present and answered questions from the committee. Alderman Gay, Alderwoman Tierney and Human Resources Manager Hopkins were present and addressed the committee. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson ID-113-20 Capital Budget & CIP Review Capital Budget (pgs. 10-14) City Manager Jarrell, Finance Director Dickinson were present and answered questions from the committee. Projects to look at: Police Sub Station, and Russell Street Alderman Gay, and Alderwoman Tierney were present and addressed the committee. Alderwoman Finlayson moved to recommend favorably pages 10-14 of the Capital Budget. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-16-20 Annual Budget and Appropriation and Property Tax Levy - For the purpose of adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2021, the Capital Budget for the fiscal year ending June 30, 2021, the Capital Improvement Program for the fiscal years ending June 30, 2022, June 30, 2023, June 30, 2024, June 30, 2025, and June 30, 2026; appropriating funds for all expenditures for the fiscal year beginning July 1, 2020, and ending June 30, 2021; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2020, and ending June 30,2021; and fixing the rate of the City property tax for the taxable year. Finance Director Dickinson, City Manager Jarrell, and City Attorney Lyles were present and answered questions from the committee.
