Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting December 16, 2020 Minutes Call To Order Chairman Arnett called the meeting to order at 10:33 a.m. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderman Paone moved to adopt the Regular Meeting Agenda as amended to add FT-4-21 and an update from Finance Budget Analyst Connolly on Open Gov. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC12.02.20 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Fund Transfers FT-4-21 General Fund Mayor, Fire, Police Transfer From: Fire Salaries and Benefits ($37,500.00); Police Salaries and Benefits ($37,500.00) Transfer To: Mayor Supplies and Other ($28,300.00); Mayor Contractual Services ($46,700.00) African American Liaison Ajayi, Police Administrative Manager McCoy, L.E.A.D. Project Manager Edwards, and Mayor's Chief of Staff Smith were present and answered questions from the Committee. Alderwoman Finlayson moved to recommend favorably FT-4. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 2. General Discussion ID-330-20 Presentation: Budget Analyst, Connolly Finance Budget Analyst Connolly, and Finance Director Dickinson were present and answered questions from the Committee. ID-325-20 Financial Advisory Commission Update Chairman Arnett provided the Committee with an update on the Financial Advisory Commission. Alderman Gay, and Finance Director Dickinson were present and answered questions from the Committee. ID-318-20 Standing Committee Dates for 2021 Finance Committee meetings will remain as the 1st and 3rd Wednesday of the month, with a start time of 10:30 a.m. Adjournment Upon motion duly made, seconded and adopted, the meeting was adjourned at 12:24 p.m. Teekia Green City Council Associate City of Annapolis Page 2
