Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting February 3, 2021 Minutes Call To Order Chairman Arnett called the meeting to order at 10:32 a.m. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended to add FT-5-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC01.06.21 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Supplemental Appropriations SA-23-21 CDBG/Planning and Zoning Revenue: Federal Operating Grant Revenue - CDBG - COVID ($272, 676.00) Expenditure: Federal Operating Grant Expense - CDBG - COVID ($272, 676.00) Alderwoman Finlayson moved to refer SA-23-21 to the Housing and Human Welfare Committee. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Finance Budget Analyst Connolly, Assistant City Manager Farrow, Planning and Zoning Chief of Community Development Wellman, and City Attorney Lyles were present and answered questions from the Committee. Alderman Gay was present and addressed the Committee. Chairman Arnett would like an opinion from the Office of Law determining whether or not Housing and Human Welfare Committee can review SA-23-21. Alderwoman Finlayson moved to recommend favorably SA-23-21. Seconded. A roll call vote was taken. Alderman Paone moved to recommend favorably SA-24-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson FT-5-21 Office of Law General Fund - Contingency Account Transfer From: Contingency - Contingency Fund ($37,500.00) Transfer To: Office of Law - Contractual Services ($37,500.00) Finance Director Dickinson, City Attorney Lyles, and City Manager Jarrell were present and answered questions from the Committee. Alderwoman Finlayson moved to recommend favorably FT-5-21. Seconded. A roll call vote was taken. General Discussion Update from the Finance Director Finance Director Dickinson was present and provided an update for the Committee on Budget Discussions, CAFR, and Open Gov. City Manager Jarrell, and Assistant City Manager Farrow were present and answered questions from the Committee. Alderman Gay was present and addressed the Committee. 3. Committee Discussions ID-10-21 FY 2022 Budget Process Discussion City of Annapolis Page 2 Finance Committee Standing Committee Meeting February 3, 2021 Minutes City Manager Jarrell, and Assistant City Manager Farrow were present and answered questions from the Committee. Alderwoman Finlayson would like to have Work Sessions beyond the 2 hours allotted. ID-11-21 Liquor License Fees Alderwoman Tierney was present and addressed the Committee. Deputy City Clerk Gaines, Finance Director Dickinson, Small and Minority Business Enterprise Liaison Stewart, and City Attorney Lyles were present and answered questions from the Committee. Alderwoman would like a list to show what grants have gone to which restaurants. Alderman Paone moved to postpone discussion of ID-11-21 until the next Finance Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson ID-12-21 Economic Development Impacts Risk Management Administrator Bradley provided an update on the Covid Response Team. City Manager Jarrell was present and answered questions from the Committee. 4. Legislation before Committee O-48-20 Animal Control - Canine Leash Laws - For the purpose of prohibiting unrestrained dogs in public recreation areas, or at large; authorizing the Police Department to enforce the City’s leash laws; and making technical and stylistic changes to the City’s animal control laws.
